I wrote to the author of yBook and received the following reply, which 
answers both her questions:

yBook was written in Visual Studio 6, which was released for Windows 98. 
Software written in this language works fine on Windows XP, Vista and so on, 
but there's no option to recompile for handhelds.

However, most handhelds come with ebook readers (or even notepads) which you 
can use to read e-books, so I guess that's one solution. I use ereader on my 
Palm Treo 650.
