Perilous Partners : The Benefits and Pitfalls of America's Alliances with Authoritarian Regimes
American leaders have cooperated with regimes around the world that are, to varying degrees, repressive or corrupt. Such cooperation is said to serve the national interest . But these partnerships also contravene the nation's commitments to democratic governance, civil liberties, and free markets. During the Cold War, policymakers were casual about sacrificing important values for less-than-compelling strategic rationales. Since the 9/11 attacks, similar ethical compromises have taken place, although policymakers now seem more selective than their Cold War–era counterparts. Americans want a foreign policy that pursues national interests while observing American values. How might that reconciliation of interest and morality be accomplished? In Perilous Partners, authors Ted Galen Carpenter and Malou Innocent provide a strategy for resolving the ethical dilemmas between interests and values faced by Washington. They propose maintaining an arm's-length relationship with authoritarian regimes, emphasizing that the United States must not operate internationally in ways that routinely pollute American values. It is a strategy based on ethical pragmatism, which is the best way to reconcile America's strategic interests and its fundamental values. Perilous Partners creates a strategy for conducting an effective U.S. foreign policy without betraying fundamental American values.

This handbook comprises essays by leading scholars and practitioners on the topic of U.S. counterterrorism and irregular warfare campaigns and operations around the globe. Terrorist groups have evolved substantially since 9/11, with the Islamic State often described as a pseudo-state, a terrorist group, and insurgency all at the same time. While researchers', analysts', and policymakers'understanding of terrorism has grown immensely over the past two decades, similar advancements in the understanding of counterterrorism lag. As such, this handbook explains why it is necessary to take a broader view of counterterrorism which can, and often does, include irregular warfare. The volume is divided into three thematic sections: Part I examines modern terrorism in the Islamic world and gives an overview of the major terrorist groups from the past three decades; Part II provides a wide variety of case studies of counterterrorism and irregular warfare operations, spanning from the 1980s to the irregular warfare campaign against the Islamic State in northern Syria in 2018; Part III examines the government instruments used to combat terrorism and wage irregular warfare, such as drones, Theater Special Operations Commands, and Theater Commands. The handbook fills a gap in the traditional counterterrorism literature by its inclusion of irregular warfare and by providing analyses from academic experts as well as practitioners. It will be of much interest to students of counterterrorism, counterinsurgency, U.S. national security, military affairs, and International Relations. This book examines the reverberations of key components of Ronald Reagan's ideology in selected Hollywood blockbuster movies. The aim of this analysis is to provide a clearer understanding of the intertwinement of cinematic spectacles with neoliberalism and neoconservatism. The analysis comprises a dissection of Reagan's presidential rhetoric and the examination of four seminal Hollywood blockbuster movies. The time range for analysis stretches from the 1980s until the 2010s. Among the key foci are filmic content as well as production and distribution contexts. It is concluded that Reagan's political metaphors and the corporatization of film studios in the 1970s and 1980s continue to shape much of Hollywood blockbuster filmmaking.

The Russia-Ukraine war is a multifaceted beast. It ranges from fighting on the ground to high diplomacy, from domestic anti-war protests to international weapon supplies, from justification through sham referenda to coercion via economic sabotage, and from operational misdirection to covering up war crimes. There are close connections between these facets: the collapse of a front leads to the discovery of mass graves; the delivery of weapon systems depends on Zelensky's appeal to the international community; sham referenda followed by annexation enable accusations of unwillingly mobilized soldiers who refuse to defend the motherland. The volume sheds light on the Russia-Ukraine war, exploring this multitude of facets and their interconnections. Bringing together the expertise of our colleagues at the Netherlands Defense Academy (NLDA) allows us to adopt a distinctively interdisciplinary approach, offering uniquely comprehensive and timely reflections on this armed conflict. The 27 chapters in this volume are centered around five themes. The first section covers historical and contemporary narratives, intelligence, digital technologies, and communication strategies. The second provides in-depth analyses of the operational aspects of the war, including warfighting on land, at sea, in the air, as well as in the space and cyber domains. The third section on international involvement covers topics such as sanctions, burden sharing, arms support and implications of the war on international institutions and the world order. The fourth provides analyses of the normative framework that applies to the Russia-Ukraine war. Finally, the fifth section deals with the way armed forces can transform their organizations and learn from this war, and concludes with questions on how and when the Russia-Ukriane war might end.

Educated at Melbourne University, he was a public servant, high school teacher, television and radio performer, university lecturer and lawyer before serving as a Labor MP in the Victorian Parliament 1972–77 and the Australian House of Representatives 1977–98. He took a leading role in reviving the Australian film industry, abolishing the death penalty in Australia, and was the first politician to raise public awareness of global warming, the'post-industrial'society, the IT revolution, biotechnology, the rise of ‘the Third Age'and the need to preserve Antarctica as a wilderness. In the Hawke Government, he was Minister for Science 1983–90, Prices and Consumer Affairs 1987, Small Business 1987–90 and Customs 1988–90. He became a member of the Executive Board of UNESCO, Paris 1991–95 and National President of the Australian Labor Party 1992–2000, 2005–06. He was Deputy Chairman of the Constitutional Convention 1998. His books include Decades of Decision 1860– (1965), Joseph II (1968), Age of Apocalypse (1975), and he edited The Penalty is Death (1968). Sleepers, Wake!: Technology and the Future of Work was published by Oxford University Press in 1982, became a bestseller and has been translated into Chinese, Japanese, Korean, Swedish and braille. The fourth edition was published in 1995. Knowledge Courage Leadership, a collection of speeches and essays, appeared in 2016.He received a DSc for his services to science in 1988 and a DLitt in 1993 for his work on information theory. Elected FTSE (1992), FAHA (1993), FAA (1996) and FASSA (2003), he is the only person to have become a Fellow of four of Australia's five learned Academies. Awarded an AO in 1993, named as one of Australia's 100 ‘living national treasures'in 1997, he was elected a Visiting Fellow Commoner of Trinity College, Cambridge in 1999. His autobiography, A Thinking Reed, was published in 2006 and The Shock of Recognition, about music and literature, in 2016. In 2014 he received an AC for services ‘as a leading intellectual in Australian public life'. What Is to Be Done was published by Scribe in 2020.

Making Endless War is built on the premise that any attempt to understand how the content and function of the laws of war changed in the second half of the twentieth century should consider two major armed conflicts, fought on opposite edges of Asia, and the legal pathways that link them together across time and space. The Vietnam and Arab-Israeli conflicts have been particularly significant in the shaping and attempted remaking of international law from 1945 right through to the present day. This carefully curated collection of essays by lawyers, historians, philosophers, sociologists, and political geographers of war explores the significance of these two conflicts, including their impact on the politics and culture of the world's most powerful nation, the United States of America. The volume foregrounds attempts to develop legal rationales for the continued waging of war after 1945 by moving beyond explaining the end of war as a legal institution, and toward understanding the attempted institutionalization of endless war.

1984 marked a low point in East-West relations. NATO's deployment of medium-range nuclear missiles in Western Europe as well as the announcement of the Strategic Defense Initiative (SDI) led to a ratcheting up of tensions. The CDE, a conference that sought to build confidence and promote disarmament, first convened in Stockholm in 1984 , yet it was not possible to break the deadlock in negotiations over nuclear weapons until after the death of Andropov and Reagan's election victory. West Germany and France expanded their cooperation during this period as they sought greater European integration as well as the strengthening of the Western European Union (WEU). The West German government in Bonn came under pressure following reports that German firms had assisted Iraq with chemical weapons production. It was also criticized for considering the delivery of tanks to Saudi Arabia. Meanwhile, a growing number of East Germans were taking refuge in Western embassies, seeking to escape the Eastern bloc. This fanned tensions between East and West; bowing to Soviet pressure, the East German head of state, Erich Honecker, cancelled a trip to West Germany. The difficult historical burden borne by West Germany was evident during the D-Day memorial ceremony in Normandy as well as during the memorial service attended by Helmut Kohl and François Mitterrand in Verdun. West Germany was exhorted by many nations to shun revanchism and “Pangermanism.” The 357 documents made available for the first time in this collection address a range of other topics, including the assassination of Indira Gandhi, the wars in Lebanon and the Pesian Gulf, the conflicts in Central America, and the Polish Crisis.

This book explores how Diasporic Black women engage in politics, highlighting three dimensions—citizenship, power, and justice—that are foundational to intersectionality theory and politics as developed by Black women and other women of color. By extending beyond particular time periods, locations, and singular definitions of politics, Black Women in Politics sets itself apart in the field of women's and gender studies in three ways: by focusing on contemporary Black politics not only in the United States, but also the African Diaspora; by showcasing politics along a broad trajectory, including social movements, formal politics, public policy, media studies, and epistemology; and by including a multidisciplinary range of scholars, with a strong concentration of work by political scientists, a group whose work is often excluded or limited in edited collections. The final result expands our repertoire of methodological tools and concepts for discussing and assessing Black women's lives, the conditions under which they live, their labor, and the politics they enact to improve their circumstances.

Much like Margaret Thatcher and Ronald Reagan, President Barack Obama came to office as a politician who emphasized conviction rather than consensus. During his 2008 presidential campaign, he pledged to transform the role of the United States abroad. His ambitious foreign policy goals included a global climate treaty, the peaceful withdrawal of American military forces from Iraq and Afghanistan, and a new relationship with Iran. Throughout Obama's tenure, pundits and scholars have offered competing interpretations of his'grand strategy,'while others have maintained that his policies were incoherent or, at best, ad hoc. In Dangerous Doctrine, political scientist Robert G. Kaufman argues that the forty-fourth president has indeed articulated a clear, consistent national security policy and has pursued it with remarkable fidelity. Yet Kaufman contends that President Obama has imprudently abandoned the muscular internationalism that has marked US foreign policy since the end of World War II. Drawing on international relations theory and American diplomatic history, Kaufman presents a robust critique of the Obama doctrine as he situates the president's use of power within the traditions of American strategic practice. Focusing on the pivotal regions of Europe, the Middle East, and Asia, this provocative study demonstrates how current executive branch leadership threatens America's role as a superpower, weakening its ability to spread democracy and counter threats to geopolitical order in increasingly unstable times. Kaufman proposes a return to the grand strategy of moral democratic realism, as practiced by presidents such as Harry S. Truman, Ronald Reagan, and George W. Bush, with the hope of reestablishing the United States as the world's dominant power.

The Triumph of Uncertainty : Science and Self in the Postmodern Age

Tauber, a leading figure in history and philosophy of science, offers a unique autobiographical overview of how science as a discipline of thought has been characterized by philosophers and historians over the past century. He frames his account through science's – and his own personal – quest for explanatory certainty. During the 20th century, that goal was displaced by the probabilistic epistemologies required to characterize complex systems, whether in physics, biology, economics, or the social sciences. This “triumph of uncertainty” is the inevitable outcome of irreducible chance and indeterminate causality. And beyond these epistemological limits, the interpretative faculties of the individual scientist (what Michael Polanyi called the “personal” and the “tacit”) invariably affects how data are understood. Whereas positivism had claimed radical objectivity, post-positivists have identified how a web of non-epistemic values and social forces profoundly influence the production of knowledge. Tauber presents a case study of these claims by showing how immunology has incorporated extra-curricular social elements in its theoretical development and how these in turn have influenced interpretive problems swirling around biological identity, individuality, and cognition. The correspondence between contemporary immunology and cultural notions of selfhood are strong and striking. Just as uncertainty haunts science, so too does it hover over current constructions of personal identity, self knowledge, and moral agency. Across the chasm of uncertainty, science and selfhood speak.

He took a leading role in reviving the Australian film industry and abolishing the death penalty in Australia, and was the first politician to raise public awareness of global warming, the'post‑industrial'society, the IT revolution, biotechnology, the rise of ‘the Third Age'and the need to preserve Antarctica as a wilderness. In the •Hawke Government, he was Minister for Science 1983–90, Prices and Consumer Affairs 1987, Small Business 1987–90 and Customs 1988–90. He became a member of the Executive Board of UNESCO, Paris 1991–95 and National President of the Australian Labor Party 1992–2000, 2005–06. He was Deputy Chairman of the Constitutional Convention 1998. His books include Decades of Decision 1860– (1965), Joseph II (1968) and Age of Apocalypse (1975), and he edited The Penalty Is Death (1968, revised and expanded 2022). Sleepers, Wake! Technology and the Future of Work was published by Oxford University Press in 1982, became a bestseller and has been translated into Chinese, Japanese, Korean, Swedish and braille. The fourth edition was published in 1995. Knowledge Courage Leadership: Insights & Reflections, a collection of speeches and essays, appeared in 2016.He received a DSc in 1988 for his services to science and a DLitt in 1993 for his work on information theory. Elected FTSE (1992), FAHA (1993), FAA (1996) and FASSA (2003), he is the only person to have become a Fellow of four of Australia's five learned Academies. Awarded an AO in 1993, named as one of Australia's 100 ‘living national treasures'in 1997, he was elected a Visiting Fellow Commoner of Trinity College, Cambridge in 1999. His autobiography, A Thinking Reed, was published in 2006 and The Shock of Recognition, about music and literature, in 2016. In 2014 he received an AC for services ‘as a leading intellectual in Australian public life'. What Is to Be Done was published by Scribe in 2020.

As American interests assumed global proportions after 1945, policy makers were faced with the challenge of prioritizing various regions and determining the extent to which the United States was prepared to defend and support them. Superpowers and developing nations soon became inextricably linked and decolonizing states such as Vietnam, India, and Egypt assumed a central role in the ideological struggle between the United States and the Soviet Union. Fought in sprawling urban areas of the underdeveloped world or in desolate border regions where ethnicity and tradition reign, these “small wars” involve a vast and intricate network of operations dedicated to attacking the cultural, political, financial, and military layers that surround America's new enemies. In this intriguing study, Michael Gambone explores America's approach to small wars since Vietnam, providing a fascinating analysis of the basic goals, missions, conduct, and consequences of modern American conflict. Going beyond a simple comparison of Vietnam to the current wars in Afghanistan and Iraq, Gambone thoroughly tracks the continuous evolution of U.S. intervention between these events, revealing a dramatic shift in the role of the American military to covert operations that require fluidity, creativity, and ingenuity. Back in 1989, many anticipated that the end of the Cold War would usher in the ‘end of history'characterized by the victory of democracy and capitalism. At the thirtieth anniversary of this momentous event, this book challenges this assumption. It studies the most recent era of contemporary European history in order to analyse the impact, consequences and legacy of the end of the Cold War for Western Europe. Bringing together leading scholars on the topic, the volume answers the question of how the end of the Cold War has affected Western Europe and reveals how it accelerated and reinforced processes that shaped the fragile (geo-)political and economic order of the continent today. In four thematic sections, the book analyses the changing position of Germany in Europe; studies the transformation of neoliberal capitalism; answers the question how Western Europe faced the geopolitical challenges after the Berlin Wall came down; and investigates the crisis of representative democracy. Gender impact assessment has been both celebrated as a beacon of hope for the cause of gender equality and criticised as being ineffectual. More than 20 years of gender mainstreaming have demonstrated that equality governance with and through impact assessment is an intersectional and still evolving process. Arn T. Sauer's study examines the instruments of gendered policy analysis and the conditions under which they are being used by the Canadian federal government and the European Commission. Interviews with experts from public administration and instrument designers as well as document analyses reveal benefits and challenges and show that the success of equality governance depends upon whether knowledge about gendered policy and appropriate administrative practices are embedded, embodied and entrenched in public administration.

Mit einer Reihe öffentlichkeitswirksamer Vorschläge zur Rüstungskontrolle forderte KPdSU-Generalsekretär Gorbatschow die NATO heraus. Der Gipfel der Supermächte in Reykjavik eröffnete, obwohl ergebnislos, die Perspektive einer Welt ohne Atomwaffen. Zusammen mit der Fortsetzung des KSZE-Prozesses nährte diese Entwicklung die Hoffnung auf eine neue europäische Friedensordnung. Auch das Verhältnis zur UdSSR schien nach dem Besuch Außenminister Genschers in Moskau neuen Schwung zu erhalten, der jedoch durch einen Vergleich zwischen Gorbatschow und NS-Propagandaminister Goebbels in einem Newsweek-Interview von Bundeskanzler Kohl abrupt abgebremst wurde. Eine wachsende Herausforderung stellte der internationale Terrorismus dar, wie der Anschlag auf die Berliner Diskothek'La Belle'und die Ermordung des Politischen Direktors Gerold von Braunmühl deutlich machten. Der Unfall im Kernkraftwerk Tschernobyl rückte Sicherheitsfragen der Kernenergie in den Fokus. Ein Dauerthema blieb das schwierige Erbe des Nationalsozialismus, wie u.a. der'Historikerstreit'belegte.
