Risk assessment has become a dominant public policy tool for making choices, based on limited resources, to protect public health and the environment. It has been instrumental to the mission of the U.S. Environmental Protection Agency (EPA) as well as other federal agencies in evaluating public health concerns, informing regulatory and technological decisions, prioritizing research needs and funding, and in developing approaches for cost-benefit analysis. However, risk assessment is at a crossroads. Despite advances in the field, risk assessment faces a number of significant challenges including lengthy delays in making complex decisions; lack of data leading to significant uncertainty in risk assessments; and many chemicals in the marketplace that have not been evaluated and emerging agents requiring assessment. Science and Decisions makes practical scientific and technical recommendations to address these challenges. This book is a complement to the widely used 1983 National Academies book, Risk Assessment in the Federal Government (also known as the Red Book). The earlier book established a framework for the concepts and conduct of risk assessment that has been adopted by numerous expert committees, regulatory agencies, and public health institutions. The new book embeds these concepts within a broader framework for risk-based decision-making. Together, these are essential references for those working in the regulatory and public health fields.

In response to a Congressional mandate, the National Research Council conducted a review of the SBIR program at the five federal agencies with SBIR programs with budgets in excess of $100 million (DOD, NIH, NASA, DOE, and NSF). The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. This report describes the proposed methodology for the project, identifying how the following tasks will be carried out: 1) collecting and analyzing agency databases and studies; 2) surveying firms and agencies; 3) conducting case studies organized around a common template; and 4) reviewing and analyzing survey and case study results and program accomplishments. Given the heterogeneity of goals and procedures across the five agencies involved, a broad spectrum of evaluative approaches is recommended.

Effective genetic management of the ~700 aquatic species cultured globally should be addressed for aquaculture to make a significant contribution towards meeting the UN's Sustainable Development Goals. This article aims to identify the current status and challenges relating to the management of farmed aquatic genetic resources (AqGR) and to make recommendations for its improvement. The lack of information on the genetic status of many farmed species is a critical constraint and there is a need to characterize these resources and develop information systems and tools to monitor farmed types used for aquaculture and their wild counterparts. Risk assessment is needed when introducing non‐native species and when managing native species including developed farmed types; policies need to be improved and increased awareness and training in risk assessment are required. To increase the uptake of selective breeding in aquaculture, there is a need for the development and adoption of better and more sustainable business models, including long‐term financial instruments such as public–private partnerships. Training and technology transfer between aquaculture sectors can have significant impact, especially for lower‐value species. Nationally and globally applicable instruments and regulations need to be adapted to AqGR and become operational and be effectively implemented by countries. [ABSTRACT FROM AUTHOR]

When it comes to motivating people to learn, disadvantaged urban adolescents are usually perceived as a hard sell. Yet, in a recent MetLife survey, 89 percent of the low-income students claimed'I really want to learn'applied to them. What is it about the school environment?pedagogy, curriculum, climate, organization?that encourages or discourages engagement in school activities? How do peers, family, and community affect adolescents'attitudes towards learning? Engaging Schools reviews current research on what shapes adolescents'school engagement and motivation to learn?including new findings on students'sense of belonging?and looks at ways these can be used to reform urban high schools. This book discusses what changes hold the greatest promise for increasing students'motivation to learn in these schools. It looks at various approaches to reform through different methods of instruction and assessment, adjustments in school size, vocational teaching, and other key areas. New genetic technologies cut across a range of public regulatory domains and private lifeworlds, often appearing to generate an institutional void in response to the complex challenges they pose. As a result, a number of new social formations are being developed to legitimate public engagement and avoid the perceived democratic deficit that may result. Papers in this volume discuss a variety of these manifestations in a global context, including: genetic data banks committees of inquiry non-governmental organisations (NGOs) national research laboratories. These institutions, across both health and agriculture, are explored in such diverse locations as Amazonia, China, Finland, Israel, the UK and the USA. The International Conference on Phytochemistry, Textile, & Renewable Energy Technologies for Sustainable Development (ICPTRE 2020) was hosted by the World bank funded Africa Centre of Excellence in Phytochemicals, Textile and Renewable Energy (ACEII-PTRE) based at Moi University in conjunction with Donghua University, China and the Sino–Africa International Symposium on Textiles and Apparel (SAISTA). The theme of the conference was Advancing Science, Technology and Innovation for Industrial Growth. The research relationships between universities and industry have enabled the two entities to flourish and, in the past, have been credited for accelerated sustainable development and uplifting of millions out poverty. ICPTRE 2020 therefore provided a platform for academic researchers drawn from across the world to meet key industry professionals and actively share knowledge while advancing the role of research in industrial development, particularly, in the developing nations. The conference also provided exhibitors with an opportunity to interact with professionals and showcase their business, products, technologies and equipment. Overview The aim of the International Conferences'Economic Scientific Research-Theoretical, Empirical and Practical Approaches'- (ESPERA), initiated in 2013 by the'Costin C. Kirițescu'National Institute for Economic Research (NIER) within the Romanian Academy is to present and evaluate the economic scientific research portfolio, to argue and substantiate the Romanian development strategies - including European and global best practices, to provide an opportunity for researches, practitioners, and academics interested in economic scientific research, both theoretical, practical and empirical discuss and exchange insightful research ideas. The 7th edition of the International Conferences “Economic Scientific Research-Theoretical, Empirical and Practical Approaches”- (ESPERA), under the title ”30 Years of Inspiring Academic Economic Research – From the Transition to a Market Economy to the Interlinked Crises of 21st Century” was organized virtually during 26th -27th November 2020, In Bucharest, Romania. The event, dedicated to the 30th anniversary of NIER and its economic research network of its return under the auspices of the Romanian Academy, will include a scientific program of wide diversity initiatives, bringing together researchers from all NIER institutes and centers, members of the Romanian Academy, Romanian academic researchers and also guests from other countries. The central questions of this book are how technologies decline, how societies deal with technologies in decline, and how governance may be explicitly oriented towards parting with ‘undesirable'technology. Surprisingly, these questions are fairly novel. Thus far, the dominant interest in historical, economic, sociological and political studies of technology has been to understand how novelty emerges, how innovation can open up new opportunities and how such processes may be supported. This innovation bias reflects how in the last centuries modern societies have embraced technology as a vehicle of progress. It is timely, however, to broaden the social study of technology and society: next to considering the rise of technologies, their fall should be addressed, too. Dealing with technologies in decline is an important challenge or our times, as socio-technical systems are increasingly part of the problems of climate change, biodiversity loss, social inequalities and geo-political tensions. This volume presents empirical studies of technologies in decline, as well as conceptual clarifications and theoretical deepening. Technologies in Decline presents an emerging research agenda for the study of technological decline, emphasising the need for a plurality of perspectives. Given that destabilisation and discontinuation are seen as a way to accelerate sustainability transitions, this book will be of interest to academics, students and policy makers researching and working in the areas of sustainability science and policy, economic geography, innovation studies, and science and technology studies. ICESS 2022 provides a space for all those interested in Economics and Social Sciences to discuss and exchange research ideas in the light of the work environment, business model, and technological changes driven by COVID-19. We welcome both empirical and theoretical work that is broadly consistent with the conference's general theme.
