Summary |
In 1979, the National Urban League and its local affiliates launched the Black Pulse, a nationwide survey designed to (1) assess the needs and status of blacks in such areas as employment, housing, child care, education, health, crime, political participation, family patterns, and discrimination; and (2) determine the extent to which major governmental policies, programs, and services were meeting their needs. In this report some preliminary findings from the survey are provided. Highlights include: (1) blacks consider unemployment to be the most serious problem in the black community; (2) inflation is also having a strong impact on the economic condition of blacks; (3) joblessness among black heads of household is three times greater than the national average; (4) the vast majority of blacks of all income levels feel that racial discrimination continues to be widespread and that the push for equal rights is too slow; (5) school suspensions are much more pervasive among blacks than is commonly believed; (6) the maintenance of strong kinship ties is important in the black community; and (7) contrary to popular belief, the overwhelming majority of blacks feel that black people should cooperate with the 1980 Census.
