      Il concetto di popolo è fondamentale nella struttura del governo costituito a Filadelfia nell'estate del 1787. In questo articolo si cerca di definire il significato della parola popolo nella Costituzione degli Stati Uniti d'America. A tal fine, la ricerca è stata limitata alla lettura del testo originale della Costituzione, al quale sono stati applicati gli strumenti di analisi della semantica lessicale. La ricerca è stata circoscritta al significato descrittivo di popolo, ovvero agli aspetti dell'unità lessicale che potrebbero influenzare la verità della proposizione in cui tale unità è contenuta. Si é proceduto dapprima a stabilire la gamma dei significati della parola esaminando le varie definizioni del termine popolo, in seguito si è individuato nella Costituzione l'uso di tale termine e di altre espressioni appartenenti allo stesso campo lessicale, che ne precisano il significato, in particolare attraverso la definizione della sua denotazione e connotazione logica. Così facendo, si è cercato solamente di limitare, e non di eliminare, l'ambiguità insita nella parola. Secondo la Costituzione originale, la denotazione di popolo è l'insieme degli esseri umani che vivono negli Stati Uniti, esclusi gli Indiani. La distinzione più rilevante fra i membri di questo insieme si verifica fra le persone libere e gli schiavi. Gli attributi politicamente più rilevanti del termine sono i seguenti: il popolo viene trattato come un aggregato piuttosto che come una collettività; ha dei diritti; l'unità è aperta ai nuovi membri; i membri sono responsabili politicamente ed economicamente; essi sono partecipanti attivi e fonte di autorità politica. La distinzione fra persone libere e « tutte le altre persone », uno degli eufemismi usati per evitare il termine schiavi nella Costituzione, non è coerente con lo spirito del resto del documento, che era stato concepito per escludere le distinzioni innaturali all'interno del popolo, come quelle attribuite alla nobiltà, alla religione, ed al popolo come organismo.       The United States of America defined the national purpose in the first two words of its Constitution. The United States of America is the state where the rulers have gained the authority to speak, to act on behalf of 'We the People'. 'We the People' was the philosophy of the 'founding fathers' of the Constitution of the United States of America. 'We the People' was the theory, the attitude that would serve as a guiding principle of governance. For the 'Founding Fathers', the two-word phrase 'We the People' was a creed, a doctrine, an ideology in action and not in words. The history of the Constitution of the United States of America taught us that ‘We the People’ which was converted to myth deserve this conversion. Through this research, keeping in mind the content and the historical background of the U.S Constitution we will elaborate and answer the below questions. How is it possible for the Constitution that began with 'We the People' it did not list the fundamental rights and freedoms but also denied the fundamental rights and freedoms of the individuals (people)? How are explained the slavery, the denial of citizenship, the restrictions of the right to vote for different groups of American society of that time? Was there any purpose for the deprivation of the fundamental rights and freedoms of the individual in the Constitution of the United States of America? Did the Constitution of the United States of America at the drafting time recognize the right of women to vote? Through this article we will try to shed light on this seemingly contradicts between the myth of the Constitution of United States of America and the ‘denied’ or ‘unforeseen’ fundamental rights and the role of the amendments of U.S. Constitution in this process.
