The rapid development of Chinese shadow banking, which relies on the banking system, significantly impacts nonneutral bank risk-taking. Central bank communication also plays a vital role in risk prevention and mitigation in the banking system in a modern central banking system. To address the issues of central bank communication, shadow banking, and bank risk-taking, we construct a new theoretical model that includes shadow banking based on the M-S model. Based on the central bank written communication index measured by the Monetary Policy Implementation Report 2009–2019 and balanced panel data of 35 listed banks, we design an empirical PVAR model. This study finds that central bank communication regarding domestic easing economy and policy positively affects bank risk-taking, while central bank communication and mechanism exists in China. Moreover, the growth rate of shadow banking size also positively encourages bank risk-taking. Furthermore, central bank communication regarding foreign policy is negatively related to bank risk-taking in the robustness test, supporting the above findings. The analysis of equity heterogeneity shows that the positive effect of central bank communication on bank risk-taking in shadow banking is more pronounced in small and medium-sized shareholdings. Further analyzing the economic consequences of central bank communication and shadow banking on bank risk-taking, we find that banks’ risk-taking positively affects their share of noninterest income and total asset size. The competition between banks in the Oklahoma Panhandle opens a portal into what I call Wild West capitalism-no-holds-barred battles between frontier communities, waged most visibly on the front pages of local newspapers, to become centers of Great Plains commerce. In what was perceived as a zero-sum game, three banks-the First State Bank of Boise City, the First National Bank of Texhoma, and the Cimarron County Bank in Kenton-vied for dominance in the regional economy. The first two survived and thrived, while the third merged with a New Mexico bank to reflect the near disappearance of Kenton. Read less

This article advances a reputation‐based account to explain the relative salience that different issues assume in central banks’ communication. Based on an innovative dataset consisting of a corpus of speeches by the members of the Board of Governors of the Federal Reserve System of the United States (also known as the Fed) delivered from 2006 to 2016, the analysis shows that the most salient issues in the Fed's communication are shaped by reputational concerns about policy reversals. Specifically, when these concerns are higher, the Fed is more likely to focus on issues related to areas where its reputation is weak or not yet established—that is, issues related to credit easing and systemic financial regulation. In contrast, issues related to activities where the Fed's reputation is established are likely to become less salient—that is, issues related to economic activity and inflation. A similar pattern of issue attention is observed when the Fed addresses political audiences compared to other audiences. Read less
