   Customer value is an important factor to evaluate the competitive strength for an international express service provider. It is also a key criterion to choose an express service. Hence, the main purpose of this paper was to develop a fuzzy multiple criteria decision-making (MCDM) model to assess the customer value for three express service providers in Taiwan based on the shippers’ perspective. Firstly we employed some concepts of fuzzy set theory to develop a fuzzy MCDM model. Subsequently, a hierarchical structure was constructed with four criteria, twenty sub-criteria and three alternatives (i.e. UPS, FedEx and DHL). Then, this paper conducts an empirical study by means of a survey from the viewpoints of shippers in Taiwan. Finally, the results of this study showed that: (1) the ‘time’ aspect is the most important criterion affecting the customer service based on the viewpoints of exporters and importers in Taiwan; (2) the top six key factors affecting customer value for express service providers are ‘land time between house and airport at both ends,’ ‘administrative processing time,’ ‘pick-up and haul time in warehouse,’ ‘level of accuracy,’ ‘level of safety,’ and ‘rapid turnover,’ respectively; (3) FedEx offers the best customer value in Taiwan based on the proposed fuzzy MCDM model. Furthermore, some discussions are provided for express service companies.    Reasonable and effective assessment of express service quality can help express company discover its own shortcomings and overcome them, which is crucial significant to enhance its service quality. When considering the decision assessment of express company, the key issue that emerge powerful ambiguity. Pythagorean fuzzy set as an efficient math tool can capture the indeterminacy successfully. The major focus of this manuscript is to explore various interactive Hamacher power aggregation operators for Pythagorean fuzzy numbers. Firstly, we defined novel interactive Hamacher operation, on this basis we presented some Pythagorean fuzzy interactive Hamacher power aggregation operators such as Pythagorean fuzzy interactive Hamacher power average, weighted average (PFIHPWA), ordered weighted average, Pythagorean fuzzy interactive Hamacher power geometric, weighted geometric (PFIHPWG) and ordered geometric operators,respectively. Meanwhile, we verified their general properties and specific cases as well. The salient feature of proposed operators is that they can not only reduce the impact of negative data and consider the interactions between membership and nonmembership degrees, but also provide more general results through a parameter. Secondly, we defined a Pythagorean fuzzy entropy measure, and then establish a method to determine the attribute weights. Further, based on the conceived PFIHPWA and PFIHPWG operators we explored a novel approach to manage multiple attribute decision making problems. At last, the proposed techniques are carried out in a real application concerning on the assessment of express service quality to display the applicability and effectiveness, as well as the influence of changed parameters on the results.    Prenatal exome sequencing (ES) for the diagnosis of fetal anomalies was implemented nationally in England in October 2020 by the NHS Genomic Medicine Service (GMS). is the GMS is based around seven regional Genomic Laboratory Hubs (GLHs). Prenatal ES has the potential to significantly improve NHS prenatal diagnostic services by increasing genetic diagnoses and informing prenatal decision-making. Prenatal ES has not previously been offered routinely in a national healthcare system and there are gaps in knowledge and guidance. Our mixed-methods evaluation commenced in October 2020, aligning with the start date of the NHS prenatal ES service . Study design draws on a framework developed in previous studies of major system innovation. There are five interrelated workstreams. Workstream-1 will use interviews and surveys with professionals, non-participant observations and documentary analysis to produce in-depth case studies across all GLHs. Data collection at multiple time points will track changes over time. In Workstream-2 qualitative interviews with parents offered prenatal ES will explore experiences and establish information and support needs. Workstream-3 will analyse data from all prenatal ES tests for nine-months to establish service outcomes (e.g. diagnostic yield, referral rates, referral sources). Comparisons between GLHs will identify factors (individual or service-related) associated with any variation in outcomes. Workstream-4 will identify and analyse practical ethical problems. Requirements for an effective ethics framework for an optimal and equitable service will be determined. Workstream-5 will assess costs and cost-effectiveness of prenatal ES versus standard tests and evaluate costs of implementing an optimal prenatal ES care pathway. Integration of findings will determine key features of an optimal care pathway from a service delivery, parent and professional perspective. The proposed formative and summative evaluation will inform the evolving prenatal ES service to ensure equity of access, high standards of care and benefits for parents across England. Read less
