This article discusses the Federal aid program Community Development Block Grant (CD) under the Administration of President Richard Nixon in the U.S. A central feature of the Community Development program is its substitution of a formula-based allocation system for the more complicated application and review procedure associated with categorical grants. In another important effort to simplify the Federal grant application and administration process, the CD approach turned away from the complex application and review procedure of categorical grants and toward the concept of formula-based entitlement, exemplified by the General Revenue Sharing program. The alternative, if the formula-based system fails to satisfy the dominating political forces, is continued pressure to increase the role of discretionary grants in order to regain Federal control over the flow of funding.

What Is Possible? Policy Options for Long-term Disaster Recovery in Puerto Rico.

Policymakers, practitioners, academics, and community leaders can often identify unjust outcomes resulting from disaster policies that fail to satisfy basic needs or that underserve disadvantaged populations. What is less clear is how to design and implement successful programs that result in better and more just outcomes. To shed light on this matter, this paper explores CDBG-DR governance models across different U.S. jurisdictions and examines strategies that promote equity by targeting the most vulnerable and prioritizing local needs, knowledge, and capabilities for long-term recovery. The paper uses a policy assemblage framework and draws on key stakeholder interviews and analysis of various secondary sources about disaster recovery planning and policy. Findings suggest that a great deal can be improved through (a) an equity-oriented interpretation of federal guidelines and the exercise of bureaucratic discretion, and (b) enabling networks to build local capacity for community and economic development. On the Margins of Urban South Korea : Core Location As Method and Praxis

This book provides a rich and illuminating account of the peripheries of urban, regional, and transnational development in South Korea. Engaging with the ideas of'core location,'a term coined by Baik Young-seo, and'Asia as method,'a concept with a century-old intellectual lineage in East Asia, each chapter in the volume discusses the ways in which a place can be studied in an increasingly globalized world. Examining cases set in the Jeju English Education City, anti-poverty and community activist sites, rural areas home to large numbers of migrant women, and Korea's Chinatowns, greenbelts, and textile factories, the collection develops a relational understanding of a place as a constellation of local and global forces and processes that interact and contradict in particular ways. Each chapter also explores multiple modes of urban marginality and discusses how understanding them shapes the methods of academic praxis for social justice causes and decolonialized scholarship. This book is the outcome of several years of interdisciplinary collaborations and dialogues among scholars based in geography, architecture, anthropology, and urban politics.

Community Development Block Grants at 40: Time for a Makeover.

This article reviews the origins and evolution of the Community Development Block Grant (CDBG) program, the federal government's largest program providing direct assistance to local governments. The article examines the program's changing national policy context over its 40-year history, as manifest in presidential, executive, and legislative deliberations over the program's national goals and objectives, as well as the key components of the program's policy design and administrative structure. The article also explores how the decisions affecting policy design adopted at the national level play out at the local level, through an examination of the choices communities have made regarding uses of CDBG funds and the social and geographic targeting outcomes that have been obtained. The article then revisits the extent to which the CDBG program conforms with the basic characteristics of block grants. The article concludes with several recommendations for revising CDBG that will provide a policy tool better aligned with the new community-building paradigm that has emerged over the past two decades, with its emphasis on collaborative, comprehensive, community-based initiatives. Knowledge, democracy and action: Community-university research partnerships in global perspectives is based on a three-year international comparative study undertaken by the Global Alliance on Community Based Research and supported by the UNESCO Chair in Community Based Research and Social Responsibility in Higher Education. It provides evidence from twenty case studies around the world on the power and potential of community and higher education based scholars and activists working together in the co-creation of transformative knowledge. The book draws on the experience and insights of thirty-seven scholars and practitioners from the Global South and North. Opening with a theoretical overview of knowledge, democracy and action, the book is followed by analytical chapters providing lessons learned and capacity building in the north and the south, on the theory and practice of community university research partnerships, models of evaluation, approaches to measuring the impact and an agenda for future research and policy recommendations.

By examining how NGOs operate in Southern India in the early 2000's, this book discusses the challenges faced by small, local NGOs in the uncertain times of changing aid dynamics. The key findings focus on what empowerment means for Indian women, and how NGO accountability to these groups is an important part of the empowerment being realised. The notion of community empowerment, in which the ‘solidarity'of a group can be a path to individual empowerment, is discussed, as well as analysing how empowerment can be a useful concept in development. Based on case studies of 15 NGOs as well as in-depth interviews with 80 women's self-help groups, the book highlights the key features of effective empowerment programs. The author uses innovative statistical analysis tools to show how a key factor in empowerment of marginalised women is the accountability relationship between themselves and the supporting NGO. The book goes on to discuss the ways that NGOs can work with communities in the future, and recognises the limitations of a donor-centric accountability framework. It provides a useful contribution to studies on South Asia as well as Gender and Development Studies.

On the subject of abortion, the so-called "United" States of America are becoming more disunited than ever. The U.S. Supreme Court's precipitous decision in Dobbs v. Jackson Women's Health Organization overturned the nationwide framework for abortion rights that had uneasily governed the country for fifty years. In the immediate aftermath of that decision, it is becoming increasingly clear that states governed by Republicans and those governed by Democrats are moving quickly and decisively in opposite directions. Since the U.S. Supreme Court issued its decision, at least nineteen states have increased restrictions on abortion access, while at least twenty states and the District of Columbia have adopted new legal regimes focused on protecting the right to an abortion. These partisan and geographic divides create perhaps the biggest set of nationwide conflicts of law problems since the era of the Fugitive Slave Act before the Civil War. Indeed, practically every aspect of the new abortion legal landscape is now characterized by uncertainty, creating potential constitutional and federal preemption questions, state versus state conflicts of law issues, and new concerns based on various forms of private regulation related to abortion access. This Article seeks to provide a comprehensive survey of the current state of the law with regard to how such conflicts of law questions might be resolved in the abortion context. Part I surveys the widely divergent state laws being debated or enacted in the country in the wake of Dobbs. Part II discusses potential constitutional challenges to the extraterritorial application of these abortion statutes. If statutes criminalize or impose civil liability on the actual pregnant person seeking the abortion, such statutes might be challenged under the Privileges and Immunities Clause of Article IV specifically, or as a violation of the constitutional right to travel more generally. Alternatively, if statutes seek to impose criminal or civil penalties on out-of-state healthcare providers or other actors, those statutes may be vulnerable to a challenge under the Commerce Clause of Article I, Section 8. Part III turns to potential federal preemption of state anti-abortion laws under the Food, Drug, and Cosmetics Act or the Emergency Medical Treatment and Active Labor Act. Part IV addresses the question of whether states can impose civil liability on out-of-state acts or actors--even beyond the right to travel and Commerce Clause concerns--focusing on the classic conflicts of law doctrines of jurisdiction, choice of law, and judgment recognition. Finally, Part V considers the activities of private actors as sources of regulatory authority that create conflicts questions. We discuss the degree to which a state may prevent employers from covering abortion-related expenses as part of their health insurance plans, the privacy concerns that arise when private actors collect data that might be used in criminal prosecutions or civil suits regarding abortions, and the possibility that private religious groups might invoke the First Amendment to claim exemptions from state anti-abortion laws. The Section 108 program operates the loan guarantee portion of the Community Development Block Grant (CDBG) program. Specifically, Section 108 allows CDBG grantees to transform a portion of their CDBG funds into federally guaranteed loans large enough to pursue physical and economic revitalization projects that can renew entire neighborhoods. This article presents findings from an analysis of Section 108 projects funded in fiscal years 2002–2007, including financing details, funded activities, and project outcomes. The study is designed to answer the following three core issues: (1) What types of projects are being funded, and what is the nature of those projects? (2) How are Section 108 projects funded, and how are they repaid? (3) What outcomes did the investments produce? In sum, the study team found that Section 108 is an important tool for community development because it allows jurisdictions to pursue larger projects with outcomes that cannot be funded through annual CDBG grants; yet, the complexity and size of Section 108 projects mean that local capacity and support are vital to the successful planning and completion of these projects. In this article, the author addresses the complex and multifaceted relationship between the right to good administration enshrined in the Charter of Fundamental Rights of the European Union and the uses of blockchain technology by the public administration, which is in charge of making the right to good administration real. The opportunities and threats come hand in hand, and there is an urgent need to push forward a public debate on the uses and misuses of blockchain to guarantee public services, so much so that many aspects of blockchain are not compatible with citizens' expectations in relation to the public sector. Although the focus is on Europe, and the right to good administration is not technically recognized on the international level, the globalization produced by technological advancements on the one hand, and the emergence of global administrative law on the other hand, makes this debate relevant to the rest of the democratic states that want to foster human-centric technologies for the well-being of their citizens.
