Introduction: Recent debates concerning problems in the digital environment have promoted different conceptualizations of digital rights. However, current problems of digital communication are often discussed separately from earlier debates pertaining to the democratization of the media. This article argues for the regrounding of digital rights debates to address systemic communication problems. Methodology: Intended as a conceptual contribution, this article connects recent critical research on digital rights to the body of literature on democratic media activism through an analysis of problem representations. The article draws on the “What is the problem represented to be?” approach to study problem representations in the academic accounts of mobilizations and to identify common themes that describe systemic problems of communication. Results: The results identify problem representations that have emerged in and been defined by mobilizations over time and illustrate persistent themes with examples from the digital and mass media eras, including inequalities in the distribution of communicative resources, ownership and economic model of the communication system, and problems of participation and exclusion. Discussion: Focusing on problem representations enables identification of alternatives to current dominant discourses and offers grounds for collaboration at the nexus of activism and scholarship. Conclusions: Future research can benefit from a further dialogue between the framework of democratic media activism and rights-based approaches to the digital communication environment. Internet Bills of Rights: Generalisation and Re-Specification Towards a Digital Constitution.

Scholars have advocated the need for a "digital constitution," including the idea of drafting an "internet bill of rights." Numerous civil society groups have crafted decalogues of digital rights, giving rise to a movement advocating a form of digital constitutionalism. This paper investigates the added value of these texts is in the constitutional ecosystem. These declarations highlight the transformative potential of societal constitutionalism well. By adopting the language of constitutions, they seek to be part of the current conversation on how to translate the core values of contemporary constitutionalism in the context of the digital society through a process of generalisation and respecification of principles. Internet bills of rights are not legally binding sources, yet represent a ductile instrument whereby their promoters are free to experiment with new legal solutions in a gradual way and in a more democratic manner. Effect of Interactive Online Learning Material Developed on Digital Rights and Responsibilities on Students' Self-Efficacies

This research aims to examine the impact of interactive online learning material on students' self-efficacy, prepared for achievements related to "digital rights and responsibility" in the Social Studies and Information Technologies and Software course. The study design is a quasi-experimental design with a pretest-posttest paired control group. The study group consisted of 40 students studying in the 7th grade in a secondary school affiliated with the Ministry of National Education (MEB) located in Ankara province. The working group was divided into experimental and control groups. Within the framework of the research purpose, the interactive online learning material was made available to the experimental group through Learning Management Systems (LMS). On the other hand, control group students to-face training. As a data collection tool, five-point Likert-type "Digital Rights and Responsibility Scale" was used. In data analysis, Shapiro-Wilk analysis, Levene homogeneity test, independent sample T-test, and Paired sample T-test were used. According to the results of the study, the interactive online learning material planned and designed according to learner characteristics significantly increased students' self-efficacy levels.
