Censorship of the Polish Periodical Press in Vilnius in the Years 1905–1914
Knygotyra, Vol 81 (2023)
The article is devoted to the policy of censorship in Lithuania after the Manifesto issued by Emperor Nicholas II on 17 October 1905 in order to find out those ideas, thoughts, and opinions that the authorities of the Russian Empire sought to exclude from the communication process. The main object of the research is the Polish periodical press (newspapers, magazines, continuous, and one-off publications) published in Vilnius in 1905-1914. With the help of a comparative perspective, we will try to answer the question of whether the censorship of the Polish periodicals was subject to the same policy as other publications, whether there were peculiarities, or whether these periodicals were addressed more strictly. The main source of the research is the materials of the minutes of the meetings of the Temporary Committee on Press Affairs in Vilnius that have not been used in previous research.

The West Bend Memorial Library controversy is an instructive example of how the framing assumptions--the ground--of public space have come under attack not only from the re-evaluation of social legitimacy heralded and embodied by an economics-based paradigm but equally from those who stand in opposition to what Habermas characterizes as the bourgeoisie-established criterion of political legitimacy: that is to say, enlightenment rationality. While the grassroots movement in support of the public library ethos stood with the nineteenth century's enlightenment rationality, the group promoting censorship of LGBTQ-themed materials stood firmly in the more socially relevant, refeudalized, public sphere of the early twenty-first century--one in which the legitimating function of rational discourse has been eroded by opinion and manipulative publicity. This explains why the grassroots effort was itself largely irrelevant to the outcome of events. The library's autonomy was kept in place not by social or political forces (both subject to refeudalization) but by the law. The grassroots movement to support the library thus illuminates the cracks, or fault lines, resulting from a change in how "public space" (and, thus, public institutions) have come to be understood during the last one hundred years, and, specifically, in the resulting change in modes of sanctioned discourse: specifically, from rational public debate to manipulative publicity. Status and Functioning of the Press in the Ukrainian State (29 April - 14 December 1918)

This article, analyzes the problems faced by the press in the Ukrainian State after the Hetman's coup. The absence of legal norms for the functioning of the press in the Hetmanate has led to political persecution of the press representatives and banning of a number of periodicals. Since May 1918, a "preliminary censorship" was introduced in Ukraine preventing any form of criticism of government activity. Subsequently, inorder to control the activities of the press, special state institutions were established: State Press Department at the State Chancellery and the Press Bureau at the Ministry of Internal Affairs. Representatives of the Ministry of Internal Affairs and the German officers in Ukraine adopted repressive measures against the press such as arrests of publishers and editors, seizure of premises and property of editorial offices and printing houses. In order to solve the problems of freedom of speech and press in Ukraine press representatives called a meeting. However, in such a difficult political situation, no important issues were resolved. Only the necessity of passing the law on the press and the protest against the arrest and imprisonment of press officers were declared. The Ukrainian press has furthermore faced socio-economic problems: the lack of funds for running newspapers, the shortage of paper and equipment; insufficient number of qualified reporters and journalists especially in the province; strikes of printers and post workers, there were problems with the distribution of the press as well. The Ukrainian language became a barrier to the existence of periodicals. Topics related to freedom of speech and press were constantly discussed in the Ukrainian periodicals. The Ukrainian public understood the importance of the press for the political and cultural formation and development of the nation, so it did not intend to give up. It pursued the tradition to speak the truth and opposed what was harmful to the Ukrainian people and the State.

Formation of Fund of Printed Periodicals for Children and Youth in Soviet Society in 1920-30s

The ideological conditions and mechanisms of formation of the Fund of children’s publications in the 1920-30s are considered. The review of various types of historical sources and works of modern scientists on similar problems is carried out. The author analyzes the state policy in the sphere of formation of the common information space for children and teenagers through printed publications as more accessible and effective mass media. Particular attention is paid to the key positions in the texts of documents relating to the development of children’s books, magazines and newspapers. The state bodies implementing the party’s policy in the field of publications for children and youth are listed. The review of the themes of children’s books and periodicals is made, that allows to draw conclusions about the image of a new hero for Soviet children they create. The article raises the question of the content and fullness of library collections in the departments of children’s literature. The direction of library “purges” as the most important factor influencing the formation of information space of younger generation is analyzed. The interdisciplinary methodological approach allows to study objectively the process of acquisition of a universal fund of printed publications for children and teenagers, to analyze and systematically present the content of books and periodicals, to assess the educational potential of the formed information space.

The article focuses on the collection of pre-revolutionary publications produced by Russian émigrés held in the British Library in Russia. Most of the books, pamphlets and periodicals were published by the Russians in exile for the simple reason that they could not appear in Russia because of rigorous tsarist censorship. Efforts to compile a comprehensive catalogue of uncensored revolutionary publications were made directly after the revolution, but one of the most important works by Soviet librarians on the topic, a union catalogue of nineteenth-century uncensored publications, came out in 1971.

Covert Censorship in Libraries: A Discussion Paper

Librarians, through their professional associations, have long been committed to the social justice principle embedded in the concept of "free access to information". External censorship challenges to library collections threaten this principle overtly. However, censorship can also occur in libraries in various covert and often unconscious ways. This discussion paper raises concerns about current practices and processes which can effectively censor library collections from within. The paper concludes by highlighting areas of practice in which librarians need to be vigilant for such covert censorship.

Censorship and Arizona Schools: 1966-1968.
Arizona English Bulletin. Feb 1969 11(2):28-44.
This article reports the results of a survey of 277 secondary English teachers in 103 schools to determine the effect of censorship on English teaching in Arizona from 1966 to 1968. Listed are the numbers of teachers responding positively and negatively to each of 30 yes-or-no questions, revealing that 46.43% of the respondents had encountered censorship directly or had known of encounters among their fellow teachers. In addition to the numerical data, quotations from respondents in regard to school policies on censorship, to library book selection, and to teacher preparation for handling attempted censorship are given. Books, periodicals, films, and recordings to which there were objections are listed, together with the reasons for and the consequences of the objections. Also reported are books about which teachers anticipated objections which did not arise. Implications of the survey and recommended ways for English departments to meet censorship problems are outlined. (JS)
