Charter, city of Wheeling, passed the Senate and House of delegates February 11, 1907, with its title, to take effect from its passage, entitled An act to amend, revise and consolidate into one act the act of the General assembly of Virginia, passed March 11, 1836, entitled "An act to incorporate the city of Wheeling, in Ohio county," and all subsequent acts, both of the General assembly of Virginia and the Legislature of West Virginia, which form a part of the charter of the city of Wheeling.
