To the Congress of the United States. A memorial in behalf of the architect of our federal Constitution, Pelatian Webster of Philadelphia, Penn. Herein is reprinted, for the first time in 116 years, the epoch-making paper published by Pelatiah Webster at Philadelphia, February 16th, 1783, and there republished with notes in 1791, in which he announced to the world as his invention, the entire plan of the existing Constitution of the United States, worked out in detail more than four years before the Federal convention of 1787 met.
