Report to the President by the Emergency board, appointed February 20, 1943, from the National railway labor panel pursuant to Section 10 of the Railway labor act and executive orders no. 9172, issued May 21, 1942, and no. 9299 issued February 4, 1943. To investigate the facts as to disputes between certain common carriers by rail and certain of their employees respecting the basis of wage rates for firemen on all types of locomotives, the basis of wage rates for all enginemen on Diesel electric locomotives and the proper manning of Diesel electric and electric locomotives, and to make a report thereon to the President.
