Tax, Order, and Good Government : A New Political History of Canada, 1867 -1917

Was Canada's Dominion experiment of 1867 an experiment in political domination? Looking to taxes provides the answer: they are a privileged measure of both political agency and political domination. To pay one's taxes was the sine qua non of entry into political life, but taxes are also the point of politics, which is always about the control of wealth. Modern states have everywhere been born of tax revolts, and Canada was no exception. Heaman shows that the competing claims of the propertied versus the people are hardwired constituents of Canadian political history. Tax debates in early Canada were philosophically charged, politically consequential dialogues about the relationship between wealth and poverty. Extensive archival research, from private papers, commissions, the press, and all levels of government, serves to identify a rising popular challenge to the patrician politics that were entrenched in the Constitutional Act of 1867 under the credo'Peace, Order, and good Government.'Canadians wrote themselves a new constitution in 1867 because they needed a new tax deal, one that reflected the changing balance of regional, racial, and religious political accommodations. In the fifty years that followed, politics became social politics and a liberal state became a modern administrative one. But emerging conceptions of fiscal fairness met with intense resistance from conservative statesmen, culminating in 1917 in a progressive income tax and the bitterest election in Canadian history. Tax, Order, and Good Government tells the story of Confederation without exceptionalism or misplaced sentimentality and, in so doing, reads Canadian history as a lesson in how the state works. Tax, Order, and Good Government follows the money and returns taxation to where it belongs: at the heart of Canada's political, economic, and social history.

Onomastics of the “Chanson De Roland” : Or: Why Gaston Paris and Joseph Bédier Were Both Right

This ambitious study of all proper names in the Chanson de Roland is based for the first time on a systematic survey of the whole geographical and historical literature from antiquity to after 1100 for the Geographica, and on working through (almost) the entire documentary tradition of France and its neighbouring regions from 778 to the early 12th century for the personal names. The overall result is clear: the surviving song is more tightly and profoundly structured, even in smaller scenes, than generally assumed, it is also richer in depicting reality, and it has a very long prehistory, which can be traced in outline, albeit with decreasing certainty, (almost) back to the Frankish defeat of 778. Here are some individual results: for the first time, a detailed (and ultimately simple!) explanation not only of the ‘pagan'catalogue of peoples, but also of the overarching structure of Baligant's empire, the organisation of North Africa, the corpus of the Twelve Anti-Pairs as well as the ‘pagan'gods are given, and individual names such as Bramimunde and Jurfaret, toponyms such as Marbrise and Marbrose are explained. From Roland's Spanish conquests (v. 196–200), the course of the elapsed set anz toz pleins is reconstructed. Even the names of the weapons prove to be a small structured group, in that they are very discreetly adapted to their respective ‘pagan'or Christian owner. On the Christian side, the small list of relics in Roland's sword is also carefully devised, not least in what is left out: a relic of the Lord; this is reserved for Charlemagne's Joiuse. The author explains for example, why from the archangel triad only Michael and Gabriel descend to the dying Roland, whereas ‘the'angel Cherubin descends in Rafael's place. Munjoie requires extensive discussion, because here a (hitherto insufficiently recorded) toponym has been secondarily charged by the poet with traditional theological associations. The term Ter(e) major is attested for the first time in reality, namely in the late 11th century in Norman usage. For the core of France, the fourth cornerstone – along with Besançon, Wissant and Mont-Saint-Michel – is Xanten, and its centre is Aachen. The poet's artful equilibration of Charles's ten eschieles and their leaders is traced. The'Capetian barrier'emerges as a basic fact of epic geography. Approximatively, the last quarter of the study is devoted to the prehistory of the song, going backwards in time: still quite clearly visible is an Angevin Song of Roland from around 1050, in which Marsilĭe, Olivier, Roland, Ganelon, Turpin and Naimes already have roles similar to those in the preserved Song. Behind it, between about 970 and shortly after 1000, is the Girart de Vienne from the Middle Rhône, already recognised by Aebischer, with the newly invented Olivier contra Roland. Finally, in faint outlines, an oldest attainable, also Middle Rhône adaptation of the Roland material from shortly after 870 emerges. For the Chanson de Roland, Gaston Paris and Joseph Bédier were thus each right on the main point that was close to their hearts: the surviving song has both the thoroughly sophisticated structure of great art that Bédier recognised in it, and the imposingly long prehistory that Paris conjectured.

The Syntax of Colophons : A Comparative Study Across Pothi Manuscripts

This volume is the first to attempt a comprehensive and cross-disciplinary analysis of the manuscript cultures implementing the pothi manuscript form (a loosely bound stack of oblong folios). It is the indigenous form by which manuscripts have been crafted in South Asia and the cultural areas most influenced by it, that is to say Central and South East Asia. The volume focuses particularly on the colophons featured in such manuscripts presenting a series of essays enabling the reader to engage in a historical and comparative investigation of the links connecting the several manuscript cultures examined here. Colophons as paratexts are situated at the intersection between texts and the artefacts that contain them and offer a unique vantage point to attain global appreciation of their manuscript cultures and literary traditions. Colophons are also the product of scribal activities that have moved across regions and epochs alongside the pothi form, providing a common thread binding together the many millions of pothis still today found in libraries in Asia and the world over. These contributions provide a systematic approach to the internal structure of colophons, i.e. their ‘syntax', and facilitate a vital, comparative approach.

Educated at Melbourne University, he was a public servant, high school teacher, television and radio performer, university lecturer and lawyer before serving as a Labor MP in the Victorian Parliament 1972–77 and the Australian House of Representatives 1977–98. He took a leading role in reviving the Australian film industry, abolishing the death penalty in Australia, and was the first politician to raise public awareness of global warming, the'post-industrial'society, the IT revolution, biotechnology, the rise of ‘the Third Age'and the need to preserve Antarctica as a wilderness. In the Hawke Government, he was Minister for Science 1983–90, Prices and Consumer Affairs 1987, Small Business 1987–90 and Customs 1988–90. He became a member of the Executive Board of UNESCO, Paris 1991–95 and National President of the Australian Labor Party 1992–2000, 2005–06. He was Deputy Chairman of the Constitutional Convention 1998. In all religions, in the medieval West as in the East, ideas about the past, the present and the future were shaped by expectations related to the End. The volumes Cultures of Eschatology explore the many ways apocalyptic thought and visions of the end intersected with the development of pre-modern religio-political communities, with social changes and with the emergence of new intellectual and literary traditions. The two volumes present a wide variety of case studies from the early Christian communities of Antiquity, through the times of the Islamic invasion and the Crusades and up to modern receptions, from the Latin West to the Byzantine Empire, from South Yemen to the Hidden Lands of Tibetan Buddhism. Examining apocalypticism, messianism and eschatology in medieval Christian, Islamic, Hindu and Buddhist communities, the contributions paint a multi-faceted picture of End-Time scenarios and provide their readers with a broad array of source material from different historical contexts. The first volume, Empires and Scriptural Authorities, examines the formation of literary and visual apocalyptic traditions, and the role they played as vehicles for defining a community's religious and political enemies. Stemmatology studies aspects of textual criticism that use genealogical methods to analyse a set of copies of a text whose autograph has been lost. This handbook is the first to cover the entire field, encompassing both theoretical and practical aspects of traditional as well as modern digital methods and their history. As an art (ars), stemmatology's main goal is editing and thus presenting to the reader a historical text in the most satisfactory way. As a more abstract discipline (scientia), it is interested in the general principles of how texts change in the process of being copied. Thirty eight experts from all of the fields involved have joined forces to write this handbook, whose eight chapters cover material aspects of text traditions, the genesis and methods of traditional'Lachmannian'textual criticism and the objections raised against it, as well as modern digital methods used in the field. The two concluding chapters take a closer look at how this approach towards texts and textual criticism has developed in some disciplines of textual scholarship and compare methods used in other fields that deal with'descent with modification'. The handbook thus serves as an introduction to this interdisciplinary field.

This number of Yeats Annual collects the essays resulting from the University College Cork/ESB International Annual W. B. Yeats Lectures Series (2003-2008) by Roy Foster, Warwick Gould, John Kelly, Paul Muldoon, Bernard O'Donoghue and Helen Vendler. Those that were available in pamphlet form are now collectors'items, but here is the complete series. These revised essays cover such themes as Yeats and the Refrain, Yeats as a Love Poet, Yeats, Ireland and Europe, the puzzles he created and solved with his art of poetic sequences, and his long and crucial interaction with the emerging T. S . Eliot. The series was inaugurated by a study of Yeats and his Books, which marked the gift to the Boole Library, Cork, of Dr Eamonn Cantwell's collection of rare editions of books by Yeats (here catalogued by Crónán Ó Doibhlin). Many of the volume's fifty-six plates offer images of artists'designs and resulting first editions. This bibliographical theme is continued with Colin Smythe's census of surviving copies of Yeats's earliest separate publication, Mosada (1886) and a resultant piece by Warwick Gould on that dramatic poem's source in the legend of the Phantom Ship. John Kelly reveals Yeats's ghost-writing for Sarah Allgood; Geert Lernout discovers the source for Yeats's ‘Tulka', Günther Schmigalle unearths his surprising connexions with American communist colonists in Virginia, while Deirdre Toomey edits some new letters to the French anarchist, Auguste Hamon—all providing new annotation for standard editions. Knowledge Courage Leadership: Insights & Reflections, a collection of speeches and essays, appeared in 2016.He received a DSc in 1988 for his services to science and a DLitt in 1993 for his work on information theory. Elected FTSE (1992), FAHA (1993), FAA (1996) and FASSA (2003), he is the only person to have become a Fellow of four of Australia's five learned Academies. Awarded an AO in 1993, named as one of Australia's 100 ‘living national treasures'in 1997, he was elected a Visiting Fellow Commoner of Trinity College, Cambridge in 1999. His autobiography, A Thinking Reed, was published in 2006 and The Shock of Recognition, about music and literature, in 2016. In 2014 he received an AC for services ‘as a leading intellectual in Australian public life'. What Is to Be Done was published by Scribe in 2020.

Odysseys Home: Mapping African-Canadian Literature is a pioneering study of African-Canadian literary creativity, laying the groundwork for future scholarly work in the field. Based on extensive excavations of archives and texts, this challenging passage through twelve essays presents a history of the literature and examines its debt to, and synthesis with, oral cultures. George Elliott Clarke identifies African-Canadian literature's distinguishing characteristics, argues for its relevance to both African Diasporic Black and Canadian Studies, and critiques several of its key creators and texts. Scholarly and sophisticated, the survey cites and interprets the works of several major African-Canadian writers, including André Alexis, Dionne Brand, Austin Clarke, Claire Harris, and M. Nourbese Philip. In so doing, Clarke demonstrates that African-Canadian writers and critics explore the tensions that exist between notions of universalism and black nationalism, liberalism and conservatism. These tensions are revealed in the literature in what Clarke argues to be – paradoxically – uniquely Canadian and proudly apart from a mainstream national identity. Clarke has unearthed vital but previously unconsidered authors, and charted the relationship between African-Canadian literature and that of Africa, African America, and the Caribbean. In addition to the essays, Clarke has assembled a seminal and expansive bibliography of texts – literature and criticism – from both English and French Canada. This important resource will inevitably challenge and change future academic consideration of African-Canadian literature and its place in the international literary map of the African Diaspora.

Warum werden Menschen kriminell? Welche Ursachen lassen sich für delinquentes Verhalten finden? Solche Fragen beschäftigen Experten genauso wie die breitere Öffentlichkeit – und beide stehen in größerem Ideen-Austausch, als man zunächst meinen könnte. Sabine Freitag nähert sich Orten der Wissensproduktion über die Ursachen von Kriminalität ebenso wie zivilgesellschaftlichen Räumen, in denen die Thesen der Experten diskutiert wurden. Über die gesellschaftliche Annahme oder Ablehnung bestimmter wissenschaftlicher Deutungsangebote entschied nicht zuletzt ihre Kompatibilität mit vorherrschenden Werten, Normen und Selbstbildern. Nur auf dieser Grundlage konnte sich beispielsweise der angestrebte Strafzweck säkularisieren und verwissenschaftlichen: weg von einer moralischen Besserung der sündigen Seele hin zur nüchterneren Absicht, sozialverträgliche, kompetente Bürger herzustellen.

The Dynamics of Racial Progress : Economic Inequality and Race Relations Since Reconstruction

Race relations in the United States have long been volatile - marked on the one hand by distrust and violence, but tempered on the other by periods of conciliation, integration and relative harmony. This path-breaking blend of history, sociology, political science and economics argues that the key factor determining the quality of race relations is economic: When economic equality spreads so do social and political equality. Conversely, economic downturns and widening income disparities promote political inequality, polarizing blacks and whites. To support this provocative thesis the author examines key events and eras in American history since the Reconstruction - particularly the black migration and the New Deal policies of the interwar years, the civil rights movement of the 1950s and 60s, and the rise and decline of affirmative action in the late twentieth century. He also analyzes the racial policies and politics of the major political parties and shows how they'played the race card'to win support.

Watriama and Co (the title echoes Kipling's Stalky and Co!) is a collection of biographical essays about people associated with the Pacific Islands. It covers a period of almost a century and a half. However, the individual stories of first-hand experience converge to some extent in various ways so as to present a broadly coherent picture of'Pacific History'. In this, politics, economics and religion overlap. So, too, do indigenous cultures and concerns; together with the activities and interests of the Europeans who ventured into the Pacific and who had a profound, widespread and enduring impact there from the nineteenth century, and who also prompted reactions from the Island peoples. Not least significant in this process is the fact that the Europeans generated a ‘paper trail'through which their stories and those of the Islanders (who also contributed to their written record) can be known. Thus, not only are the subjects of the essays to be encountered personally, and within a contextual kinship, but the way in which the past has shaped the future is clearly discernible. Watriama himself features in various historical narratives. So, too, certain of his confrères in this collection, which is the product of several decades of exploring the Pacific past in archives, by sea, and on foot through most of Oceania.
