A GROUP OF HIGH-POTENTIAL (UPPER QUARTILE ON STANDARDIZED TESTS), LOW-ACHIEVING (2.0 OR BELOW GRADE POINT AVERAGE) STUDENTS IN FOUR DETROIT PUBLIC HIGH SCHOOLS WERE STUDIED FOR FIVE SEMESTERS. THE SAMPLE OF 585 STUDENTS WAS DIVIDED INTO THREE GROUPS. TWO GROUPS WERE CONSIDERED THE CONTROL. IN THE QUASI-CONTROL GROUP, THE TEACHERS WERE GIVEN THE NAMES OF THE UNDERACHIEVERS. IN THE TRUE CONTROL GROUPS, THE TEACHERS DID NOT KNOW THE UNDERACHIEVERS. IN THE EXPERIMENTAL GROUPS, TEACHERS WERE PROVIDED WITH BACKGROUND INFORMATION OBTAINED BY PUPIL QUESTIONNAIRES. THE HYPOTHESIS WAS THAT TEACHER AWARENESS OF SUCH STUDENTS WOULD PRODUCE IMPROVED ACADEMIC PERFORMANCE AND IMPROVED SELF-FEELING. BASED ON THE STATISTICAL COMPARISONS OF THE SAMPLE WITH THE TWO CONTROL GROUPS, THE RESEARCHERS CONCLUDED THAT (1) BACKGROUND INFORMATION MAY NOT ELIMINATE A NEGATIVE REACTION OF THE TEACHER TO THE UNDERACHIEVER, (2) SUCH STUDENTS MAY BETTER BE CALLED NONPERFORMERS, AND (3) SUCH STUDENTS ARE NOT LIKELY TO CHANGE IN THE TRADITIONAL CLASSROOM ENVIRONMENT. IMPLICATIONS ARE THAT COUNSELING OF UNDERACHIEVING STUDENTS IS LIMITED IN USEFULNESS AND SUCH STUDENTS WOULD BE BETTER SERVED IN A NONDIRECTIVE CLASSROOM. (NS)

HOW HIGH SCHOOL COOPERATIVE TRAINEES FARE IN THE LABOR MARKET. PHASE C, A FOLLOW-UP STUDY OF 1964 GRADUATES TEN MONTHS AFTER GRADUATION.

THE 1964 GRADUATES OF MICHIGAN HIGH SCHOOLS WHO HAD BEEN COOPERATIVE TRAINEES WERE SURVEYED 10 MONTHS AFTER GRADUATION. THE HIGH SCHOOL COORDINATORS SUPPLIED ADDRESSES AND CLASS RANK OF THE 5,420 TRAINEES. EACH TRAINEE RECEIVED A QUESTIONNAIRE AND, IF NECESSARY, A FOLLOW-UP LETTER AND DUPLICATE QUESTIONNAIRE WITHIN 2 WEEKS. USABLE QUESTIONNAIRES WERE RETURNED BY 2,957 PEOPLE (55 PERCENT). FINDINGS WERE -- (1) APPROXIMATELY 1 PERCENT WERE UNEMPLOYED, (2) ALMOST 40 PERCENT WERE CONTINUING THEIR EDUCATION, (3) MORE THAN HALF WERE EMPLOYED IN THE FIELD FOR WHICH THEY WERE TRAINED, (4) 27 PERCENT WERE STILL EMPLOYED BY THEIR COOPERATIVE FIRM, AND (5) THEIR AVERAGE RANK WAS SLIGHTLY SUPERIOR TO THE AVERAGE RANK OF THEIR GRADUATING CLASS. RECOMMENDATIONS INCLUDED -- (1) A CONTINUING INVENTORY OF THE CONTRIBUTIONS OF COOPERATIVE EDUCATION, (2) BETTER PROVISIONS FOR REPORTING OF INFORMATION BY LOCAL SCHOOLS, AND (3) THE SCRUTINY OF LOCAL PROGRAMS TO DETERMINE WHETHER STUDENT PLACEMENTS REFLECTED THE STUDENT'S OCCUPATIONAL GOAL AND HIS OCCUPATIONAL INSTRUCTION. Planning factors for the various types of industrial arts laboratories are discussed with reference to suggestions relating to room sizes and relationships to other programs. Shop architecture specifications are presented for auxiliary rooms and facilities, heating and ventilation, plumbing, and lighting. A bibliography is included. (FS)

Resource Materials for Home Economics Teachers to Use as a Guide in Developing Local Programs in Homemaking and Family Life Education.

Guidelines for teacher use in developing local vocational homemaking programs for boys and girls in grades 7 through 12 were developed by regional groups of home economics teachers and teacher educators. Local programs should reflect the social, economic, and cultural profile of the community and the current trends in education and society. Part I contains (1) an explanation of the organization and use of the materials, (2) a chart showing the relationship of the parts to the overall philosophy of home economics, (3) a discussion of two basic concepts which pervade and influence all home economics teaching--"human growth and relationships" and "management," and (4) generalizations related to these concepts for each of the seven areas of home economics. Behavioral objectives are suggested for the cognitive, affective, and psychomotor domain. Part II lists behavioral objectives, according to domains and for each objective provides learning experiences and evaluation techniques in the seven subject matter areas. The materials are not classified into grade levels to facilitate adaptation to both individual student and community needs. Part III is a bibliography of books and bulletins for students and teachers. (FP)

OBJECTIVES OF THIS STUDY WERE TO DETERMINE THE FUNDAMENTALS OF MATHEMATICS AND COMMON MATHEMATICS SKILLS NEEDED BY TECHNICIANS AND TO DETERMINE IF THESE FUNDAMENTALS AND SKILLS SHOULD BE TAUGHT BEFORE EMPLOYMENT OR AS RELATED ACTIVITIES AFTER EMPLOYMENT. A PILOT SURVEY WAS MADE IN DETROIT TO VALIDATE THE RESEARCH INSTRUMENTS. THE POPULATION WAS 71 COMPANIES, SELECTED ON THE BASIS OF "BEST PRACTICE" AND "MOST PROMISE" WHICH EMPLOYED 23,062 TECHNICIANS. REPRESENTATIVES OF EACH COMPANY WERE INTERVIEWED TO ASCERTAIN THE TYPES OF TECHNICIANS EMPLOYED AND THEIR MATHEMATICS NEEDS. THE RESPONDENTS INDICATED ON A CHECKLIST THE MATHEMATICS FUNDAMENTALS THEY CONSIDERED ESSENTIAL, DESIRABLE, OR NOT NEEDED. IT WAS ESTABLISHED THAT SKILLS IN ARITHMETIC, ALGEBRA, GEOMETRY, AND TRIGONOMETRY (THROUGH RIGHT ANGLES) WERE NEEDED BY ALL CLASSIFICATIONS OF TECHNICIANS. OTHER FINDINGS WERE--(1) PREPARATION PRIOR TO EMPLOYMENT WAS DESIRED BY 27 PERCENT OF THE SUPERVISORS, (2) 2.8 PERCENT OF THE COMPANIES OFFERED TRAINING COURSES, (3) 87 PERCENT OF THE COMPANIES HAD TUITION SUBSIDY PLANS, AND (4) 65 PERCENT PREDICTED THAT, BY 1977, STATISTICS, COMPUTER LANGUAGE, AND CALCULUS WOULD BE REQUIRED OF MANY TECHNICIANS. DATA FROM 20 REPRESENTATIVE MICHIGAN SCHOOL DISTRICTS (FIVE INNOVATIVE AND FIVE NONINNOVATIVE WITH A HIGH-COST FACTOR AND FIVE INNOVATIVE AND FIVE NONINNOVATIVE WITH A LOW-COST FACTOR) WERE STUDIED TO DETERMINE THE RELATIONSHIP BETWEEN SCHOOL SYSTEM INNOVATIVENESS AND ADMINISTRATIVE BEHAVIOR. QUESTIONNAIRE RESPONSES WERE RECEIVED FROM 109 OF 116 SUPERINTENDENTS AND PRINCIPALS WHO HAD SERVED FOR THE PREVIOUS THREE YEARS, AND STRUCTURED INTERVIEWS WERE HELD WITH ALL 20 SUPERINTENDENTS. CHI SQUARE ANALYSIS AND THE FISHER EXACT PROBABILITY TEST WERE USED TO TEST HYPOTHESES RELATING SCHOOL SYSTEM INNOVATIVENESS TO SEVEN SELECTED ADMINISTRATIVE BEHAVIORAL DIMENSIONS--EXPERIENCE, PREPARATION, ORGANIZATIONAL INVOLVEMENT, PROFESSIONAL READING, INFORMATION SOURCES USED, INVOLVEMENT OF TEACHING STAFF IN CURRICULUM CHANGE, AND RECOGNITION OF TEACHING STAFF'S WORTH AND DIGNITY. ANALYSIS INDICATED THAT ADMINISTRATORS IN INNOVATIVE SYSTEMS DIFFER PRIMARILY FROM THOSE IN NONINNOVATIVE SYSTEMS IN FIVE WAYS--(1) THEY RELY UPON A GREATER NUMBER OF INFORMATION SOURCES FOR NEW CURRICULUM PRACTICES, (2) THEY HAVE MORE YEARS OF SCHOOL ADMINISTRATION EXPERIENCE, (3) THEY HAVE MORE YEARS OF TOTAL PROFESSIONAL EDUCATIONAL EXPERIENCE, (4) THEY ALLOW GREATER INVOLVEMENT OF THEIR TEACHING STAFFS IN CURRICULUM CHANGE, AND (5) THEY SHOW GREATER RECOGNITION OF THEIR TEACHING STAFF'S WORTH AND DIGNITY. THE SCHOOL IS A BASIC INSTRUMENT IN SECURING THE AMERICAN GOALS OF EQUAL OPPORTUNITY FOR PERSONAL FULFILLMENT. EVERY EFFORT MUST BE MADE TO ACHIEVE RACIALLY INTEGRATED SCHOOLS, FOR PRESENCE OF CHILDREN FROM VARIED RACIAL, CULTURAL, AND SOCIOECONOMIC BACKGROUNDS IS AN IMPORTANT ELEMENT IN THE PREPARATION OF YOUNG PEOPLE FOR PARTICIPATION IN MODERN SOCIETY. SEVERAL GUIDELINES ARE SUGGESTED TO ASSIST LOCAL SCHOOL BOARDS IN DEVELOPING EFFECTIVE PROGRAMS AND IN ACHIEVING AND MAINTAINING INTEGRATED SCHOOLS. EDUCATIONAL ADMINISTRATIVE OFFICERS SHOULD SEEK TO PROMOTE INTERRACIAL LEARNING EXPERIENCES AS A CRITERION FOR MEASURING EDUCATIONAL EFFECTIVENESS AND FOR EVALUATING PLANNING IN THEIR SCHOOL SYSTEMS. SPECIFIC INSERVICE TRAINING PROGRAMS SHOULD BE DEVELOPED TO AID TEACHERS IN UNDERSTANDING THE PLACE OF VARIOUS RACIAL, ETHNIC, AND RELIGIOUS GROUPS IN THE HISTORY OF OUR NATION. EMPLOYMENT OF TEACHERS OF VARIOUS RACIAL AND ETHNIC GROUPS CONTRIBUTES TO A WORTHWHILE INTERCHANGE OF GROUPS IN THE CLASSROOM. TO DEVELOP AN UNDERSTANDING AMONG ADULTS ABOUT PROBLEMS OF INTERCULTURAL RELATIONSHIPS, SCHOOLS AND COMMUNITY CENTERS SHOULD BE UTILIZED. INSTRUCTIONAL MATERIALS FOR CLASSROOM USE SHOULD BE SELECTED ON THE BASIS OF THEIR CONTRIBUTION TO INTERGROUP UNDERSTANDING AND APPRECIATION. FINALLY, SEVERAL ADMINISTRATIVE PRACTICES SHOULD BE EVALUATED AS TO ADAPTABILITY TO LOCAL SITUATIONS AND UTILIZED UNDER APPROPRIATE CONDITIONS. THE PRACTICES ARE RELIEF OF OVERCROWDING, REGROUPING OF GRADES, OPEN ENROLLMENT, AND SCHOOL REDISTRICTING AND RELOCATION. THIS REPORT WAS SUBMITTED TO THE STATE SUPERINTENDENT OF PUBLIC INSTRUCTION FROM THE STATE COMMITTEE ON EQUAL EDUCATION OPPORTUNITY.
