Theodor Herzl, a successful Viennese journalist, and Paris correspondent, followed the Dreyfus Affair, a notorious anti-Semitic incident in which a French Jewish army captain was falsely convicted of spying for Germany, which caused him to reject his early ideas regarding Jewish emancipation and assimilation, and to believe that the Jews must remove themselves from Europe and create their own state. In 1896, he published Der Judenstaat [The Jewish State], attracting international attention. Transforming himself into a a political leader, he convened a Zionist Congress in Basel and founded a Zionist Organization. He met the Ottoman sultan, Kaiser Wilhelm II on several occasions, the pope, and secured an offer from the British government to facilitate a large Jewish settlement in East Africa. By the time of his death at age forty-four, he had made the idea of a Return to Zion into a reality, albeit only a weak one.--
