The electric power industry has been transformed over the past forty years, becoming more reliable and resilient while meeting environmental goals. A big question now is how to prevent backsliding.Pollution, Politics, and Power tells the story of the remarkable transformation of the electric power industry over the last four decades. Electric power companies have morphed from highly polluting regulated monopolies into competitive, deregulated businesses that generate, transmit, and distribute cleaner electricity. Power companies are investing heavily in natural gas and utility-scale renewable resources and have stopped building new coal-fired plants. They facilitate end-use efficiency and purchase excess electricity produced by rooftop solar panels and backyard wind turbines, helping to reduce greenhouse-gas emissions.But these beneficial changes have come with costs. The once-powerful coal industry is on the edge of ruin, with existing coal-fired plants closing and coal mines shutting down. As a result, communities throughout Appalachia suffer from high unemployment and reduced resources, which have exacerbated a spiraling opioid epidemic. The Trump administration's efforts to revive the coal industry by scaling back environmental controls and reregulating electricity prices have had little effect on the coal industry's decline.Major advances therefore come with warning signs, which we must heed in charting the continuing course of sustainable electricity. In Pollution, Politics, and Power, Thomas O. McGarity examines the progress made, details lessons learned, and looks to the future with suggestions for building a more sustainable grid while easing the economic downsides of coal's demise.

Congressional interest in nuclear waste is generally focused on managing commercial spent nuclear fuel (SNF), the waste produced from commercial nuclear power plants, and other high-level nuclear wastes (HLW), largely from Cold War–era nuclear weapons materials production. Chapter 1 examines the management of spent nuclear fuel, concerns related to the storage of nuclear waste, and the need for long-term solutions. Chapter 2 discusses a permanent geologic repository for disposal of commercial spent nuclear fuel and other high-level nuclear wastes. Chapter 3 is a draft of a bill to find a solution for the safe disposal of nuclear waste. The United States currently has no permanent disposal facility for spent nuclear fuel or other highly radioactive waste. The draft makes critical reforms to our Nation's nuclear waste management policy. Chapter 4 reports on The Nuclear Waste Policy Act of 1982 (NWPA) which calls for disposal of spent nuclear fuel in a deep geologic repository. Chapter 5 examines the extent to which the Office of Environmental Management's (EM's) management of the Integrated Waste Treatment Unit follows selected project management best practices; challenges EM faces in disposing of the sodium-bearing waste; and challenges EM faces in treating and disposing of the calcine waste.

We are currently facing a global problem caused by increasing levels of greenhouse gases, mostly derived from fossil fuels, resulting in climate change. Communities want an affordable and secure supply of power alongside emissions reductions. Coal electricity generation offers a secure and affordable supply, but, currently, this comes with high emissions. This volume examines efforts by both industry and governments to develop a cleaner use of low rank coals. It presents leading research on creating affordable, high-quality fuel for efficient power generation, with a trajectory toward affordable zero-emissions production. This book will be of interest to organisations active in developing clean usage of coal and which conduct research on low emissions power. It will also contribute to policy development of low-, and zero-emissions coal power generation, particularly in regions with abundant deposits of low-cost brown coal, lignite, and subbituminous coal, including the US, China, Europe, India, Indonesia, and Australia.

Since the dawn of the Atomic Age, nuclear experts have labored to imagine the unimaginable and prevent it. They confronted a deceptively simple question: When is a reactor “safe enough” to adequately protect the public from catastrophe? Some experts sought a deceptively simple answer: an estimate that the odds of a major accident were, literally, a million to one. Far from simple, this search to quantify accident risk proved to be a tremendously complex and controversial endeavor, one that altered the very notion of safety in nuclear power and beyond. Safe Enough? is the first history to trace these contentious efforts, following the Atomic Energy Commission and the Nuclear Regulatory Commission as their experts experimented with tools to quantify accident risk for use in regulation and to persuade the public of nuclear power's safety. The intense conflict over the value of risk assessment offers a window on the history of the nuclear safety debate and the beliefs of its advocates and opponents. Across seven decades and the accidents at Three Mile Island, Chernobyl, and Fukushima, the quantification of risk has transformed both society's understanding of the hazards posed by complex technologies and what it takes to make them safe enough.

Transnational perspectives on the relationship between nuclear energy and society. With the aim of overcoming the disciplinary and national fragmentation that characterizes much research on nuclear energy, Engaging the Atom brings together specialists from a variety of fields to analyze comparative case studies across Europe and the United States. It explores evolving relationships between society and the nuclear sector from the origins of civilian nuclear power until the present, asking why nuclear energy has been more contentious in some countries than in others and why some countries have never gone nuclear, or have decided to phase out nuclear, while their neighbors have committed to the so-called nuclear renaissance. Coal has long been the major fossil fuel used to produce electricity. The existing coal-fired power generation fleet consists of over fifteen hundred separate units ranging in size from just a few megawatts (MW) to thirteen hundred (1,300) MW. Together these coal-fired power plants (CFPPs) constitute over 300 gigawatts (GW) of installed electric generating capacity and are responsible for generating more electricity than any other fuel type in the United Sates: between thirty-seven and fifty percent of the total kilowatt-hours (kWh) produced annually during the last decade. However, coal-fired electric power plants are one of the largest sources of air pollution in the United States, with greenhouse gas (GHG) emissions from burning of fossil fuels believed to be the major contributor to global climate change. This book discusses efficiency improvement options of coal-fired power plants.

This volume reflects on two decades of Welsh devolution, and contributes to the debate on its significance and future course. Drawing on previously unpublished interviews undertaken by the late Professor Michael Sullivan with key protagonists in Welsh devolution, and with expert analysis from leading researchers in different disciplines and fields of policy, the book examines what has been described as the emergence through devolution of a ‘Welsh stripe'in social democracy. Are pandemics the end of cities? Or, do they present an opportunity for us to reshape cities in ways making us even more innovative, successful and sustainable? Pandemics such as COVID-19 (and comparable disruptions) have caused intense debates over the future of cities. Through a series of investigative studies, Designing Smart and Resilient Cities for a Post-Pandemic World: Metropandemic Revolution seeks to critically discuss and compare different cases, innovations and approaches as to how cities can utilise nascent and future digital technology and/or new strategies in order to build stronger resilience to better tackle comparable large-scale pandemics and/or disruptions in the future. The authors identify ten separate societal areas where future digital technology can impact resilience. These are discussed in individual chapters. Each chapter concludes with a set of proposed'action points'based on the conclusions of each respective study. These serve as solid policy recommendations of what courses of action to take, to help increase the resilience in smart cities for each designated area. When we look at some of the most pressing issues in environmental politics today, it is hard to avoid data technologies. Big data, artificial intelligence, and data dashboards all promise “revolutionary” advances in the speed and scale at which governments, corporations, conservationists, and even individuals can respond to environmental challenges. By bringing together scholars from geography, anthropology, science and technology studies, and ecology, The Nature of Data explores how the digital realm is a significant site in which environmental politics are waged. This collection as a whole makes the argument that we cannot fully understand the current conjuncture in critical, global environmental politics without understanding the role of data platforms, devices, standards, and institutions. The electric utility industry in the US is technologically complex, and its structure as a classic network industry makes it intricate in business terms as well, so deregulation of such a complicated industry was a particularly detailed process. Steve Isser provides a detailed and comprehensive analysis of the history of the transformation of this complex industry from the 1978 Energy Policy Act to the present, covering the economic, legal, regulatory, and political issues and controversies in the transition from regulated utilities to competitive electricity markets. The March 11, 2011, Great East Japan Earthquake and tsunami sparked a humanitarian disaster in northeastern Japan. They were responsible for more than 15,900 deaths and 2,600 missing persons as well as physical infrastructure damages exceeding $200 billion. The earthquake and tsunami also initiated a severe nuclear accident at the Fukushima Daiichi Nuclear Power Station. Three of the six reactors at the plant sustained severe core damage and released hydrogen and radioactive materials. Explosion of the released hydrogen damaged three reactor buildings and impeded onsite emergency response efforts. The accident prompted widespread evacuations of local populations, large economic losses, and the eventual shutdown of all nuclear power plants in Japan. Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants is a study of the Fukushima Daiichi accident. This report examines the causes of the crisis, the performance of safety systems at the plant, and the responses of its operators following the earthquake and tsunami. The report then considers the lessons that can be learned and their implications for U.S. safety and storage of spent nuclear fuel and high-level waste, commercial nuclear reactor safety and security regulations, and design improvements. Lessons Learned makes recommendations to improve plant systems, resources, and operator training to enable effective ad hoc responses to severe accidents. This report's recommendations to incorporate modern risk concepts into safety regulations and improve the nuclear safety culture will help the industry prepare for events that could challenge the design of plant structures and lead to a loss of critical safety functions. In providing a broad-scope, high-level examination of the accident, Lessons Learned is meant to complement earlier evaluations by industry and regulators. This in-depth review will be an essential resource for the nuclear power industry, policy makers, and anyone interested in the state of U.S. preparedness and response in the face of crisis situations.

WE KNOW, from repeated failures to predict and prevent catastrophes ranging from the Great Tohoku Earthquake to the global financial crisis of 2008, that complex adaptive systems, such as those found in nature or in economies, are actually very hard to predict, much less influence. Today, we face environmental degradation caused in large part by the use of fossil fuels, ever-declining efficiencies in extracting them, a pace of development for renewable energy insufficient for replacement of the fossil fuels we are burning through, and population growth that is likely to add two billion people globally by 2045.
