Who Owns Appalachia? : Landownership and Its Impact

Long viewed as a problem in other countries, the ownership of land and resources is becoming an issue of mounting concern in the United States. Nowhere has it surfaced more dramatically than in the southern Appalachians where the exploitation of timber and mineral resources has been recently aggravated by the ravages of strip-mining and flash floods. This landmark study of the mountain region documents for the first time the full scale and extent of the ownership and control of the region's land and resources and shows in a compelling, yet non-polemical fashion the relationship between this control and conditions affecting the lives of the region's people.Begun in 1978 and extending through 1980, this survey of land ownership is notable for the magnitude of its coverage. It embraces six states of the southern Appalachian region—Virginia, West Virginia, Kentucky, Tennessee, North Carolina, and Alabama. From these states the research team selected 80 counties, and within those counties field workers documented the ownership of over 55,000 parcels of property, totaling over 20 million acres of land and mineral rights.The survey is equally significant for its systematic investigation of the relations between ownership and conditions within Appalachian communities. Researchers compiled data on 100 socioeconomic indicators and correlated these with the ownership of land and mineral rights. The findings of the survey form a generally dark picture of the region—local governments struggling to provide needed services on tax revenues that are at once inadequate and inequitable; economic development and diversification stifled; increasing loss of farmland, a traditional source of subsistence in the region. Most evident perhaps is the adverse effect upon housing resulting from corporate ownership and land speculation. Nor is the trend toward greater conglomerate ownership of energy resources, the expansion of absentee ownership into new areas, and the search for new mineral and energy sources encouraging.Who Owns Appalachia? will be an enduring resource for all those interested in this region and its problems. It is, moreover, both a model and a document for social and economic concerns likely to be of critical importance for the entire nation.

A History of Utah Radicalism : Startling, Socialistic, and Decidedly Revolutionary

Utah, now one of the most conservative states, has a long tradition of left-wing radicalism. Early Mormon settlers set a precedent with the United Order and other experiments with a socialistic economy. The tradition continued into the more recent past with New Left, anti-apartheid, and other radicals. Throughout, Utah radicalism usually reflected national and international developments. Recounting its long history, McCormick and Sillito focus especially on the Socialist Party of America, which reached a peak of political influence in the first two decades of the twentieth century—in Utah and across the nation. At least 115 Socialists in over two dozen Utah towns and cities were elected to office in that period, and on seven occasions they controlled governments of five different municipalities. This is a little-known story worth a closer look. Histories of Socialism in the United States have tended to forsake attention to specific, local cases and situations in favor of broader overviews of the movement. By looking closely at Utah's experience, this book helps unravel how American Socialism briefly flowered before rapidly withering in the early twentieth century. It also broadens the conventional understanding of Utah history.

What if what we think we know about ecology and environmental policy is just wrong? What if environmental laws often make things worse? What if the very idea of nature has been hijacked by politics? What if wilderness is something we create in our minds, as opposed to being an actual description of nature? Developing answers to these questions and developing implications of those answers are our purposes in this book. Two themes guide us—political ecology and political entrepreneurship. Combining these two concepts, which we develop in some detail, leads us to recognize that sometimes in their original design and certainly in their implementation, major U.S. environmental laws are more about opportunism and ideology than good management and environmental improvement.

Greening the Red, White, and Blue : The Bomb, Big Business, and Consumer Resistance in Postwar America

In popular imagination, environmentalism is often linked to Rachel Carson's Silent Spring and the political activism of the 1960s and'70s that moved increasing numbers of Americans to insist on a better quality of life-open spaces, clean air and water, beautification campaigns. But these interpretations have obscured the significant origins of environmentalism as a moral and intellectual broadside against the growing power of corporate capitalism, both domestically and in the postwar liberal international order the United States was enacting abroad. In Greening the Red, White, and Blue, Thomas Jundt shows how many Americans came to view powerful corporations and a federal government bent on economic growth as threats to human health and the environment. Fallout from atomic testing, air and water pollution, the proliferation of pesticides and herbicides-all connected to the growing dominance of technology and corporate capitalism in American life-led a variety of constituencies to seek solutions in what came to be known as environmentalism. In addition to political and legal campaigns to effect change, an alternative form of civic participation emerged beginning in the late-1940s as growing numbers of citizens turned to what they deemed environmentally friendly consumption practices. The goal of this politically charged consumption was not only to protect themselves and their families from harm, but also to achieve social change at a time when many believed the government was placing the desires of business before the needs of its citizens. Politicians responded to the growing environmental concerns of middle class Americans, but, in the end, continual political compromises with corporate power meant weak laws and lax enforcement. Many citizens sought refuge in an alternative'green'marketplace-including organic foods, natural-fiber clothing, alternative energy, and everyday products designed to have minimal environmental impact. In doing so, they attempted to create a community for those who shared their concerns and frustrations, as well as their vision for a different American Way. Thomas Jundt's work highlights the intertwining of consumerism and environmentalism amidst the growing power of corporate capitalism and government in postwar America.

Land trusts, or conservancies, protect land by owning it. Although many people are aware of a few large land trusts—The Nature Conservancy and the Trust for Public Land, for instance—there are now close to 1,300 local trusts, with more coming into being each month. American land trusts are diverse, shaped by their missions and adapted to their local environments. Nonetheless, all land trusts are private, non-profit organizations for which the acquisition and protection of land by direct action is the primary or sole mission. Nonconfrontational and apolitical, land trusts work with willing land owners in voluntary transactions. Although land trusts are the fastest-growing and most vital part of the land conservation movement today, this model of saving land by private action has become dominant only in the past two decades. Brewer tells why the advocacy model—in which private groups try to protect land by promoting government purchase or regulation— in the 1980s was eclipsed by the burgeoning land trust movement. He gives the public a much-needed primer on what land trusts are, what they do, how they are related to one another and to other elements of the conservation and environmental movements, and their importance to conservation in the coming decades. As Brewer points out, unlike other land-saving measures, land trust accomplishments are permanent. At the end of a cooperative process between a landowner and the local land trust, the land is saved in perpetuity. Brewer's book, the first comprehensive treatment of land trusts, combines a historical overview of the movement with more specific information on the different kinds of land trusts that exist and the problems they face. The volume also offers a'how-to'approach for persons and institutions interested in donating, selling, or buying land, discusses four major national land trusts (The Nature Conservancy, Trust for Public Land, American Farmland Trust, and Rails-to-Trails Conservancy); and gives a generous sampling of information about the activities and accomplishments of smaller, local trusts nationwide. Throughout, the book is enriched by historical narrative, analysis of successful land trusts, and information on the how and why of protecting land, as well as Brewer's intimate knowledge of ecological systems, biodiversity, and the interconnectedness of human and non-human life forms. Conservancy is a must-read volume for people interested in land conservation—including land trust members, volunteers and supporters—as well as anyone concerned about land use and the environment.

Hydrocarbon Hucksters is the saga of the oil industry's takeover of Louisiana—its leaders, its laws, its environment, and, by rechanneling the flow of public information, its voters. It is a chronicle of mindboggling scientific and technical triumphs sharing the same public stew with myths about the “goodness” of oil and bald-faced public lies by politicians and the captains of industry. It is a story of money and power, greed and corruption, jingoism and exploitation, pollution and disease, and the bewilderment and resignation of too many of the powerless. Most importantly, Hydrocarbon Hucksters is a case study of what happens when a state uncritically hands the oil and petrochemical industries everything they desire. Today, Louisiana ranks at or near the bottom of the fifty states on virtually every measure related to the quality of life—income, health, education, environment, public services, public safety, physical infrastructure, and vulnerability to disasters (both natural and man-made). Nor, contrary to the claims of the hydrocarbon sector, has there been much in the way of job creation to offset all of this social grief. The authors (one a scientist, the other an environmental lawyer) have woven together the science, legal history, economic issues, and national and global contexts of what has happened. Their objective is to raise enough national awareness to prevent other parts of the United States from repeating Louisiana's historical follies. The authors are uncle and niece, a generation apart, who have melded their conclusions from two separate tracks.
