Point Reyes National Seashore has a long history as a working landscape, with dairy and beef ranching, fishing, and oyster farming; yet, since 1962 it has also been managed as a National Seashore. The Paradox of Preservation chronicles how national ideals about what a park “ought to be” have developed over time and what happens when these ideals are implemented by the National Park Service (NPS) in its efforts to preserve places that are also lived-in landscapes. Using the conflict surrounding the closure of the Drakes Bay Oyster Company, Laura Alice Watt examines how NPS management policies and processes for land use and protection do not always reflect the needs and values of local residents. Instead, the resulting landscapes produced by the NPS represent a series of compromises between use and protection—and between the area's historic pastoral character and a newer vision of wilderness. Water management in Texas is driven by dramatic spatial and temporal hydrologic variability, continual rapid population growth, declining groundwater supplies, and intensifying demands on surface water resources. Dams and reservoirs are essential for providing reliable water supplies and reducing flood risks. Numerous reservoir projects, most constructed during the 1940s through 1980s era of large-scale water project construction nationwide, are operated throughout the state to store and regulate extremely variable river flows for beneficial purposes. This paper explores river system hydrology in Texas, operation of dams and reservoirs statewide to deal with extreme flow fluctuations, and associated complexities, issues, and water management strategies. The central focus of the paper is the role of large reservoirs in managing hydrologic variability and associated future uncertainty in an environment of growing demands on limited resources. Wetlands and riparian areas between the Rocky Mountains and the Sierra Nevada are incredibly diverse and valuable habitats. More than 80 percent of the wildlife species in this intermountain region depend on these wetlands—which account for less than 2 percent of the land area—for their survival. At the same time, the wetlands also serve the water needs of ranchers and farmers, recreationists, vacation communities, and cities. It is no exaggeration to call water the'liquid gold'of the West, and the burgeoning human demands on this scarce resource make it imperative to understand and properly manage the wetlands and riverine areas of the Intermountain West. This book offers land managers, biologists, and research scientists a state-of-the-art survey of the ecology and management practices of wetland and riparian areas in the Intermountain West. Twelve articles examine such diverse issues as laws and regulations affecting these habitats, the unique physiographic features of the region, the importance of wetlands and riparian areas to fish, wildlife, and livestock, the ecological function of these areas, their value to humans, and the methods to evaluate these habitats. The authors also address the human impacts on the land from urban and suburban development, mining, grazing, energy extraction, recreation, water diversions, and timber harvesting and suggest ways to mitigate such impacts.

In the years following World War II many multi-national energy firms, bolstered by outdated U.S. federal laws, turned their attention to the abundant resources buried beneath Native American reservations. By the 1970s, however, a coalition of Native Americans in the Northern Plains had successfully blocked the efforts of powerful energy corporations to develop coal reserves on sovereign Indian land. This challenge to corporate and federal authorities, initiated by the Crow and Northern Cheyenne nations, changed the laws of the land to expand Native American sovereignty while simultaneously reshaping Native identities and Indian Country itself. Â James Allison makes an important contribution to ethnic, environmental, and energy studies with this unique exploration of the influence of America's indigenous peoples on energy policy and development. Allison's fascinating history documents how certain federally supported, often environmentally damaging, energy projects were perceived by American Indians as potentially disruptive to indigenous lifeways. These perceived threats sparked a pan-tribal resistance movement that ultimately increased Native American autonomy over reservation lands and enabled an unprecedented boom in tribal entrepreneurship. At the same time, the author demonstrates how this movement generated great controversy within Native American communities, inspiring intense debates over culturally authentic forms of indigenous governance and the proper management of tribal lands.

The federal government owns about 45 million acres in California that include, among other areas, wildlife refuges and military installations. This comprises about 45 percent of the state's total land area. About 90 percent of this federal land was established in the public domain in 1848 when Mexico ceded the area that became California. Some of the remaining federal land acquisitions were made as part of a joint federal-state program--called CALFED--that was created in 1995 to protect the San Francisco Bay/Sacramento-San Joaquin River Delta. CALFED's mission is to develop a plan to restore the ecological health of and improve water management in the Bay-Delta area, which supplies drinking water for more than 22 million Californians and irrigation for state agriculture. This report identifies: (1) lands acquired by federal and nonfederal entities with federal funds through CALFED since it began in 1995; and (2) lands acquired outside the CALFED program by federal programs.
