Men and Masculinities in Modern Britain : A History for the Present
2023
Men and masculinities provides an engaging, accessible and provocative introduction to histories of masculinity for all readers interested in contemporary gender politics. The book offers a critical overview of ongoing historiographical debates and the historical making of men's lives and identities and ideas of masculinity between the 1890s and the present day. In setting out a new agenda for the field, it makes an ambitious argument for the importance of writing histories which are present-centred and politically engaged. This means that the book engages head-on with ferocious debates about men's social position and the status of masculinity in contemporary public life. In establishing a critical genealogy for the proliferation of this crisis talk, it sets out new ways of understanding how men's lives and ideas of masculinity have changed over time while patriarchy and male power have persisted.

2021
ePDF and ePUB available Open Access under CC-BY-NC licence. In recent years, the ‘city region'has seen a renaissance as the de facto spatial centre of governance for economic and social development. Rich in case study insights, this book provides a critique of city-region building and considers how governance restructuring shapes the political, economic, social and cultural geographies of devolution. Reviewing the Greater Manchester, Sheffield, Swansea Bay City Regions, Cardiff Capital Region and the North Wales Growth Deal, the authors address the tensions and opportunities for local elites and civil society actors. Based on original empirical material, situated within cutting edge academic and policy debates, this book is a timely and lively engagement with the shifting geographies of economic and social development in Britain.

Using Evidence to End Homelessness
2020
Available open access under CC-BY-NC license. Homelessness is unequivocally devastating. In the UK, people affected by homelessness are ten times more likely to die than their peers in the general population, yet we still miss important opportunities to adequately address the issue. The Centre for Homelessness Impact brings together this urgent book gathering the insights and experiences of leaders in government, academia and the third sector to present new evidence-based strategies to end homelessness. Demonstrating why and how a new movement is needed that embraces data and evidence as integral to ending homelessness effectively, this book provides crucial methods to underpin future policy, practice and funding decisions.

State-owned Enterprises in Africa and the Economics of Public Service Delivery
2022
This book intends to provide a continuous assessment of the crisis in governance in Africa. As it is, there are huge deficits in the capacity of African states to harness vast human and material resources to promote good governance. This manifests in pervasive corruption, collapsed service delivery, collapsed state-owned enterprises, eroded social trust, capital flight, escalating levels of poverty and wars, human insecurity, and stunted growth. The public sector is the pulse of service delivery because the entire governance system revolves around the sourcing of materials and services, mostly from the private sector, in order to achieve its public policy intents. The procurement process, therefore, ordinarily ought to yield positive economic outcomes and an efficiency-driven system in favour of the government itself and its service recipients. However, this more often than not is not the case. Despite its enormous wealth, the African continent is in an economic quagmire, a dilemma that requires multi-facet research activities. This is the motivation for this book.

Evaluation Landscape in Africa: Context, Methods and Capacity
2019
This book explores the discourse on evaluation in Africa and answers these questions: What is the purpose of evaluation in the region, based on the evaluations currently being conducted? What is the professional background of evaluators in Africa? What methods are used in evaluations in the region? What is the status of evaluation capacity development in the region? How is the quality of evaluations being conducted in Africa? The book looks at the evaluation field in its entirety. It does not focus on practice, but includes considerations for the evaluation sector that apply to evaluation commissioners, programme beneficiaries, donors, capacity builders, and the entire constellation of stakeholders working on improving development practice. It hopes to promote a data‑driven approach to the evaluation sector to help strengthen engagement and practice.

Successes & Failures in EU Cohesion Policy: An Introduction to EU Cohesion Policy in Eastern, Central, and Southern Europe
2020
Regions in the EU's Eastern and Southern peripheries tend to perform badly across many rankings from economic development, to quality of government, social justice and innovation potential, despite the fact that the vast majority of EU structural funding has been spent in these countries. However, these countries followed different development trajectories and reacted differently to the economic crisis. Some of them still struggle, others thrive, others, after years of structural transformation, are stuck in a middle-income trap. Successes and failures as a result of EU cohesion implementation are a valuable source of feedback for future plans. Southern part of the EU, and Central and Eastern Europe provide an excellent opportunity to evaluate them, The whole implementation exercise is sometimes challenging to accomplish, as both the public and private sectors have low absorption capacity. In contrast, positive experiences also emerged. Regions in Central and Eastern European countries witnessed improvements in the form of change in GDP per capita, benchmarked against the EU average during the years 2008-2015, while Southern Europe improved similarly between 2000-2008. In this volume, the authors cover a variety of aforementioned problems and experiences of either all member states, with special attention to peripheral countries, or to sectoral or regional problems in selected countries. The book begins with an overview of the issues of economic convergence and quality of life in all member states. It also addresses political aspects of EU cohesion policy, including involvement of civil society into this public policy, as well as relationships between cohesion policy support and EU identification. The final section discusses an important novelty in the framework of EU cohesion policy, namely the JESSICA initiative, that is, an instrument offering repayable and recyclable funding targeted at economically-viable and sustainable urban development projects.

Roman Frontier Archaeology – in Britain and Beyond : Papers in Honour of Paul Bidwell Presented on the Occasion of the 30th Annual Conference of the Arbeia Society
2022; Vol. 00092
Roman Frontier Archaeology – in Britain and beyond gathers contributions by some 30 leading archaeologists and historians in honour of Paul Bidwell. In a wide-ranging career Paul has been one of the leading excavators and pottery specialists of his generation, admired for his ground-breaking work both in the south-west and the military north of Roman Britain. Contributions reflect the wide range of Paul Bidwell's interests. Studies of samian pottery use, coins, carved stone pinecones, multi-piece bone dice and agricultural strategies shed light on the economy and everyday life of a Roman frontier province. For the civil southern part of the province there are studies of place-names and various aspects of the public baths of the Roman cities, as well as the impact of changing sea-levels on coastal topography. A number of contributions focus on the problems of the military north and Hadrian's Wall, including studies of the nineteenth century antiquarian pioneers and assessments of the purpose of the Wall, the possibility of destructive attacks by an enemy, the way in which Roman forts were designed, and the use of Iron Age tradition military gear by the Roman army. The papers also take us beyond Britannia to consider developments on and beyond Rome's Eastern, Danube and North African frontiers. The collection will be essential reading for anyone with an interest in either the civil or military aspects of Roman Britain, or the frontiers of the Roman empire. Paul Bidwell (1949-2022) Tragically Paul Bidwell died after a short illness in November 2022 soon after being presented with this book by his friends and colleagues. What was conceived as a gesture to honour Paul has become, in effect, a monument to one of the most respected Roman archaeologists of his generation, and a testament to the wide range of his archaeological interests and achievements.

Presenting case studies and comparisons across seven countries, this book addresses key questions as to the nature of state fragility, policies used to mitigate it, assessment of outcomes and prospects. It offers a novel empirical contribution in examining a range of distinct but interdependent dimensions of state fragility, not only focusing on questions of state legitimacy, capacity and authority, but also involving the economy and resilience to political and economic shocks, as well as at vital questions of context and diversity. Examining Afghanistan, Lebanon, Burundi, Pakistan, Sierra Leone, Papua New Guinea and Rwanda within the context of their different local circumstances, and within broader questions of global security, the book identifies unique factors that have played a part in their specific context and explores key drivers and dominant features. Emerging Practices in Intergovernmental Functional Assignment
2017
Attaining the benefits of (especially fiscal) decentralization in government remains an enduring challenge, in part because the re-arrangement of public functions across levels of government has often been carried out poorly. This book aims to provide a firmer conceptual basis for the re-arrangement of public functions across levels of government. In doing so, it offers practical advice for policy makers from developing and emerging countries and development cooperation practitioners engaged in such activity. Combining a theoretical approach for inter-governmental functional assignment with an in-depth analysis of real-life country cases where functional assignment (FA) has been supported in the context of international development cooperation, it underscores the common technical and political challenges of FA, and also demonstrates the need to expect and support country made and context-specific solutions to FA processes and results. Examples are drawn from a number of developing/transition countries from the Asia-Pacific region, Africa and the OECD, which outline and suggest advisory approaches, tools, principles and good practices and approaches. This text will be of key interest to scholars, students, policy-makers and practitioners in public policy, decentralization, local governance studies, public administration and development administration/studies. Federalism and the Response to COVID-19 : A Comparative Analysis
2022
The COVID-19 pandemic bared the inadequacies in existing structures of public health and governance in most countries. This book provides a comparative analysis of policy approaches and planning adopted by federal governments across the globe to battle and adequately respond to the health emergency as well as the socio-economic fallouts of the pandemic. With twenty-four case studies from across the globe, the book critically analyzes responses to the public health crisis, its fiscal impact and management, as well as decision-making and collaboration between different levels of government of countries worldwide. It explores measures taken to contain the pandemic and to responsibly regulate and manage the health, socio-economic welfare, employment, and education of its people. The authors highlight the deficiencies in planning, tensions between state and local governments, politicization of the crisis, and the challenges of generating political consensus. They also examine effective approaches used to foster greater cooperation and learning for multi-level, polycentric innovation in pandemic governance. One of the first books on federalism and approaches to the COVID-19 pandemic, this volume is an indispensable reference for scholars and researchers of comparative federalism, comparative politics, development studies, political science, public policy and governance, health and wellbeing, and political sociology.

How Government Experts Self-Sabotage : The Language of the Rebuffed
2022
After official policy advice to governments is publicly released, governments are often accused of ignoring or rejecting their experts. Commonly represented as politicisation, this depiction is superficial. Digging deeper, is there something about the official advice itself that makes it easy to ignore?Instead of lamenting a demise of expertise, Christiane Gerblinger asks: does the expert advice of policy officials feature characteristics that invite its government audience to overlook or misread it? To answer this question, Gerblinger critically examines official policy advice and finds the language of the rebuffed: government experts reluctant to disclose what they know so as to accommodate political circumstances. She argues that this language evades stable meaning and diminishes the democratic right of citizens to scrutinise the work of government.

Comparative Federalism and Covid-19 : Combating the Pandemic
2022
This comprehensive scholarly book on comparative federalism and the Covid-19 pandemic is written by some of the world's leading federal scholars and national experts. The Covid-19 pandemic presented an unprecedented emergency for countries worldwide, including all those with a federal or hybrid-federal system of government, which account for more than 40 per cent of the world's population. With case studies from 19 federal countries, this book explores the core elements of federalism that came to the fore in combatting the pandemic: the division of responsibilities (disaster management, health care, social welfare, and education), the need for centralisation, and intergovernmental relations and cooperation. As the pandemic struck federal countries at roughly the same time, it provided a unique opportunity for comparative research on the question of how the various federal systems responded. The authors adopt a multidisciplinary approach to question whether federalism has been a help or a hindrance in tackling the pandemic. The value of the book lies in understanding how the Covid-19 pandemic affected federal dynamics and how it may have changed them, as well as providing useful lessons for how to combat such pandemics in federal countries in the future. This book will be of great interest to students and scholars of politics and international relations, comparative federalism, health care, and disaster management. Sport Stadiums and Environmental Justice
2023
This book explores the local environmental impact of sports stadiums, and how that impact can disproportionately affect communities of color. Offering a series of review articles and global case studies, it illustrates what happens when sport organizations and other public and private stakeholders fail to factor environmental justice into their planning and operations processes. It opens with an historical account of environmental justice research and of research into sport and the natural environment. It then offers a series of case studies from around the world, including the United States, Canada, Kenya, South Africa, and Taiwan. These case studies are organized around key elements of environmental justice such as water and air pollution, displacement and gentrification, soil contamination, and transportation accessibility. They illustrate how major sports stadiums have contributed positively or negatively (or both) to the environmental health of the compact neighborhoods that surround them, to citizens'quality of life, and in particular to communities that have historically been subjected to unjust and inequitable environmental policy. Placing the issue of environmental justice front and center leads to a more complete understanding of the relationship between stadiums, the natural environment, and urban communities. Presenting new research with important implications for practice, this book is vital reading for anybody working in sport management, venue management, mega-event planning, environmental studies, sociology, geography, and urban and regional planning. The South African Response to COVID-19 : The Early Years
2023
This book analyses the first two years of South Africa's response to the COVID-19 epidemic, from its emergence in early 2020. Drawing on the perspectives of a range of public health experts, economists and other social scientists, and development practitioners, this book argues that understanding this early response will be essential to moderate and improve future policy thinking around health governance and epidemic readiness. This book provides a systemic analysis of not only the epidemiological progression of COVID-19 in South Africa, but also the socio-political factors that will be key in determining the future of the country as a whole, including health system challenges, socio-economic disparities and inequalities, and variable (often contradictory and tardy) policy responses. Overall, this book exposes Manichean thinking and the spurious policy dichotomies that pitch public health against human rights, economic recovery against viral vector control, and science against ideology, with lessons not just for South Africa, but also for elsewhere on the African continent, and beyond. This book will be perfect for researchers and practitioners across Public Health, Health Policy, and Global Health, as well as those with an interest in South African politics and development more generally. Promoting Sustainable Local Economic Development Initiatives - Case Studies
2022; Vol. 00002
This book endeavours to outline case studies that promote sustainable Local Economic Development (LED) initiatives. It is generally believed that local governments are the foot soldiers of LED. However, this seems to be a myth, as local governments in South Africa and elsewhere have not yet fulfilled this mandate and have been struggling for several years to implement LED initiatives. The distinctive merit of this book lies in the way it combines the South African context with the wider international development context in ways that there is a flow of information and ideas both ways. The book is an essential part of this sequence of ideas development and action at a critical time for strategic action directed at a sustainable future. It showcases case studies and responses to the impacts of globalisation as a bridge between urban/rural and institutional action and reveals avenues for local government leadership in communities, research, student engagement and wider interactions.

Contested Sustainability : The Political Ecology of Conservation and Development in Tanzania
2022; Vol. 00054
Richly detailed and timely study on conservation, development and sustainability in Tanzania. Provides valuable insights into the successes and failures of the management and governance of wildlife, forestry and coastal resources. Responding to the urgent need to examine the outcome of interventions in governing natural resources, this book analyses different types of sustainability partnerships - with donors, governments, business, NGOs and other actors, and, crucially, assesses which result in better livelihood and environmental outcomes. The contributors, from a range of disciplines, compare'more complex'partnerships to relatively'simpler', more traditional top-down and centralized management systems and to location where sustainability partnerships are not in place. Within-sector comparisons allow a fine-tuned analysis that is formed of historical, location and resource-specific issues, which can be used as input for resource-specific policy and partnership design. Experiences and lessons can be drawn from comparisons across the three different sectors, which can be applied to natural resource governance more broadly. This book is openly available in digital formats under Creative Commons license CC BY-NC-ND.

Whose Book Is It Anyway? : A View From Elsewhere on Publishing, Copyright and Creativity
2019
Whose Book is it Anyway? is a provocative collection of essays that opens out the copyright debate to questions of open access, ethics, and creativity. It includes views – such as artist's perspectives, writer's perspectives, feminist, and international perspectives – that are too often marginalized or elided altogether. The diverse range of contributors take various approaches, from the scholarly and the essayistic to the graphic, to explore the future of publishing based on their experiences as publishers, artists, writers and academics. Considering issues such as intellectual property, copyright and comics, digital publishing and remixing, and what it means (not) to say one is an author, these vibrant essays urge us to view central aspects of writing and publishing in a new light. Whose Book is it Anyway? is a timely and varied collection of essays. It asks us to reconceive our understanding of publishing, copyright and open access, and it is essential reading for anyone invested in the future of publishing.

Accountability and the Law : Rights, Authority and Transparency of Public Power
2022
This book discusses contemporary accountability and transparency mechanisms by presenting a selection of case studies. The authors deal with various problems connected to controlling public institutions and incumbents'responsibility in state bodies. The work is divided into three parts. Part I: Law examines the institutional and objective approach. Part II: Fairness and Rights considers the subject approach, referring to a recipient of rights. Part III: Authority looks at the functional approach, referring to the executors of law. Providing insights into increasing understanding of various concepts, principles, and institutions characteristic of the modern state, the book makes a valuable contribution to the area of comparative constitutional change. It will be a valuable resource for academics, researchers, and policy-makers working in the areas of constitutional law and politics.

The Open Access version of this book, available at www.taylorfrancis.com, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives 4.0 license. Being a good board member is not about knowing everything; it is about asking the right questions and challenging appropriately. Effective Directors: The Right Questions To Ask (QTA) is a reference book for board members and executives globally to support them in their work. With chapters written by senior company board members and respected figures in corporate governance, the questions have been drawn together to offer food for thought and useful prompts that take boards beyond operational discussions. The book clearly presents key areas to be considered by the board (there are over 50 in total) and range from board composition, to data security, diversity and inclusion, and succession planning. The questions are ones that boards, in any organisation, should be asking themselves, their fellow board members, service providers, executives, and other stakeholders to ensure that the right issues are raised, transparency and effective oversight are achieved, and the board is fulfilling its role in governing the organisation. In addition to being invaluable for board members, the book is also a very useful tool for executives in understanding the kind of questions their board members are likely to ask, and the kind of questions that should be asked and discussed in the boardroom.

A Culture of Curiosity : Science in the Eighteenth-century Home
2023
This study explores the practice of scientific enquiry as it took place in the eighteenth-century home. While histories of science have identified the genteel household as an important site for scientific experiment, they have tended to do so via biographies of important men of science. Using a wide range of historical source material, from household accounts and inventories to letters and print culture, this book investigates the tools within reach of early modern householders in their search for knowledge. It considers the under-explored question of the home as a site of knowledge production and does so by viewing scientific enquiry as one of many interrelated domestic practices. It shows that knowledge production and consumption were necessary facets of domestic life and that the eighteenth-century home generated practices that were integral to ‘Enlightenment'enquiry.

The Anatomy of Post-Communist Regimes : A Conceptual Framework
2020
Offering a single, coherent framework of the political, economic, and social phenomena that characterize post-communist regimes, this is the most comprehensive work on the subject to date. Focusing on Central Europe, the post-Soviet countries and China, the study provides a systematic mapping of possible post-communist trajectories. At exploring the structural foundations of post-communist regime development, the work discusses the types of state, with an emphasis on informality and patronalism; the variety of actors in the political, economic, and communal spheres; the ways autocrats neutralize media, elections, etc. The analysis embraces the color revolutions of civil resistance (as in Georgia and in Ukraine) and the defensive mechanisms of democracy and autocracy; the evolution of corruption and the workings of “relational economy”; an analysis of China as “market-exploiting dictatorship”; the sociology of “clientage society”; and the instrumental use of ideology, with an emphasis on populism. Beyond a cataloguing of phenomena—actors, institutions, and dynamics of post-communist democracies, autocracies, and dictatorships—Magyar and Madlovics also conceptualize everything as building blocks to a larger, coherent structure: a new language for post-communist regimes. While being the most definitive book on the topic, the book is nevertheless written in an accessible style suitable for both beginners who wish to understand the logic of post-communism and scholars who are interested in original contributions to comparative regime theory. The book is equipped with QR codes that link to www.postcommunistregimes.com, which contains interactive, 3D supplementary material for teaching.
