This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches.As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration.The book's contributors focus in detail on these four areas:intergovernmental relations, including the shifting balance between centralisation and decentralisationbudgeting and financial management, including during and after the COVID-19 pandemicthe civil service, its capability, and its relationship with government and the publicservice delivery, particularly in health and aged care.This book is aimed at a wide readership, not only at those within the jurisdictions it explores. The state secrets privilege is the most formidable evidentiary privilege available to the United States government. Available only to the executive branch, it is used to protect national security information from disclosure during litigation, and is habitually acquiesced to by courts. Once invoked, the privilege prevents covered material from being put into evidence that touches sensitive matters of national security. It is apparent that this privilege is subject to abuse by the executive branch to shield activities and personnel from judicial scrutiny and legal inquiries for reasons other than to protect national security. The privilege derives from British and Scottish doctrines of Crown Privilege that allow government to withhold evidence from legal proceedings to protect the public interest. The derivation of the state secrets privilege from the tradition of Crown Privilege has never been thoroughly explored. This article traces the influence of Crown Privilege in the development and evolution of the state secrets doctrine in the United States. [ABSTRACT FROM AUTHOR]

Volume 19 of the Australian Dictionary of Biography (ADB) contains concise biographies of individuals who died between 1991 and 1995. The first of two volumes for the 1990s, it presents a colourful montage of late twentieth-century Australian life, containing the biographies of significant and representative Australians.The volume is still in the shadow of World War II with servicemen and women who enlisted young appearing, but these influences are dimming and there are now increasing numbers of non-white, non-male, non-privileged and non-straight subjects.The 680 individuals recorded in volume 19 of the ADB include Wiradjuri midwife and Ngunnawal Elder Violet Bulger; Aboriginal rights activist, poet, playwright and artist Kevin Gilbert; and Torres Strait Islander community leader and land rights campaigner Eddie Mabo. HIV/AIDS child activists Tony Lovegrove and Eve Van Grafhorst have entries, as does conductor Stuart Challender,'the first Australian celebrity to go public'about his HIV/AIDS condition in 1991.The arts are, as always, well-represented, including writers Frank Hardy, Mary Durack and Nene Gare, actors Frank Thring and Leonard Teale and arts patron Ian Potter. We are beginning to see the effects of the steep rise in postwar immigration flow through to the ADB. Artist Joseph Stanislaw Ostoja-Kotkowski was born in Poland. Pilar Moreno de Otaegui, co-founded the Spanish Club of Sydney. The Greater China Australia Dialogue on Public Administration has held annual workshops since 2011 on public administration themes of common interest to the People's Republic of China, Taiwan and Australia.This book presents and discusses a selection of papers developed from the Dialogue's fifth workshop held in late 2015 hosted by the National Taiwan University in Taipei. The theme,'Value for Money', focused on budget and financial management reforms, including how different nations account for the relative performance of their public sectors.All governments face the challenge of scarce resources requiring budgetary management processes for identifying the resources required by and available to government, and then for allocating them and ensuring their use or deployment represents value for money. Such budgetary and financial management processes need to inform decision-making routinely and protect the integrity of the way public resources are used – with some public accountability to indicate that their uses are properly authorised and reflect the policies of legitimate government leaders.The chapters in this book explore budgeting and financial management in three very different jurisdictions: Australia, the People's Republic of China and the Republic of China (Taiwan). These activist and at times innovative countries are keen to analyse and reflect upon each other's policy achievements and patterns of public provision. They are keen to learn more about each other as their economic and social engagement continues to deepen. They are also conscious that fundamental differences exist in terms of economic development and global strategic positioning, and levels and philosophies of political development; to an extent these differences are representative of differences amongst countries around the globe.

Farewell to Prosperity is a provocative, in-depth study of the Liberal and Conservative forces that fought each other to shape American political culture and character during the nation's most prosperous years. The tome's central theme is the bitter struggle to fashion post–World War II society between a historic Protestant Ethic that equated free-market economics and money-making with Godliness and a new, secular Liberal temperament that emerged from the twin ordeals of depression and world war to stress social justice and security. Liberal policies and programs after 1945 proved key to the creation of mass affluence while encouraging disadvantaged racial, ethnic, and social groups to seek equal access to power. But liberalism proved a zero-sum game to millions of others who felt their sense of place and self progressively unhinged. Where it did not overturn traditional social relationships and assumptions, liberalism threatened and, in the late sixties and early seventies, fostered new forces of expression at radical odds with the mindset and customs that had previously defined the nation without much question. When the forces of liberalism overreached, the Protestant Ethic and its millions of estranged religious and economic proponents staged a massive comeback under the aegis of Ronald Reagan and a revived Republican Party. The financial hubris, miscalculations, and follies that followed ultimately created a conservative overreach from which the nation is still recovering. Post–World War II America was thus marked by what writer Salman Rushdie labeled in another context “thin-skinned years of rage-defined identity politics.” This “politics” and its meaning form the core of the narrative. Farewell to Prosperity is no partisan screed enlisting recent history to support one side or another. Although absurdity abounds, it knows no home, affecting Conservative and Liberal actors and thinkers alike.

The late-September British-French coup de force in Saigon cast a pall over such assumptions. Ho Chi Minh tried to negotiate a mutually advantageous relationship with France, but meanwhile told his lieutenants to plan for a war in which the nascent state might have to survive without allies. In this landmark study, David Marr evokes the uncertainty and contingency as well as coherence and momentum of fast-paced events. Mining recently accessible sources in Aix-en-Provence and Hanoi, Marr explains what became the largest, most intense mobilization of human resources ever seen in Vietnam.

Although personal bankruptcies climbed, the personal saving rate fell, and the trade deficit expanded, overall, U.S. economic performance during the 1990s was outstanding.This book is a unique attempt to write the first history of the making of American economic policy during the 1990s. One way to view it is as a'debriefing'of those who made the decisions. Each chapter is devoted to a particular area of economic policy and consists of a background paper written by leading academic economists together with short essays by prominent policymakers, many of whom served in the Clinton administration or previous administrations, and by independent observers. The questions asked about each policy area include: What were the pros and cons of alternative options under consideration? What decision was made? What were the relevant economic arguments for that decision, and what political interests were served? Were other options missing from consideration? Is it possible to judge whether the decision was the right one? Are there lessons for the future?
