The Cold War computer arms race illustrates the military's role in strategic competition. The Soviets bought and stole, versus creating computer technology themselves. A U.S.-led coalition integrated economic, diplomatic, and information mechanisms, embargoing computer technology to disadvantage the Soviets. President Ronald W. Reagan's offset strategy integrated military power, openly demonstrating computer-infused weapons lethality that jeopardized Soviet quantitative military advantage. President Reagan's use of the computer arms race shows a way to conduct and integrate a strategic competition campaign of deterrence that includes coercive diplomacy with diplomatic efforts that can deter China and Russia while encouraging them to reverse harmful foreign and domestic policies. This article is the first of two that examine the influence of naval geostrategy in Russian policy and military action in the Black Sea region. Following the dissolution of the USSR, the Russian Federation inherited an unfavorable geostrategic position in the Black Sea theater. Applying models used in naval geostrategy, this article interprets Russian efforts during the twenty-first century's first decade and a half that aimed at improving the country's geostrategic position in this region. In a series of consecutive steps, the Kremlin secured and expanded Russian access to sea zones and naval bases at the Sea of Azov and the Black Sea and, simultaneously, minimized Georgia's and Ukraine's conditions to develop sea power. In contemporary international discourse about maritime freedom (e.g., "freedom of navigation"), nations often speak in generalities, but rarely clarify what they mean. To reduce the risk of misunderstanding, nations should navigate their use of language between two purposes simultaneously. First, any discussion should be concise, communicable, and comprehendible. Additionally, nations should also be prepared to dialogue on these matters in greater depth and detail, and any substantive discussion should be faithful to the applicable international law that binds nations. LOOSENING LIPS TO AVOID SINKING SHIPS: DESIGNING A SHIP COMMUNICATIONS SYSTEM FOR THE BERING STRAIT REGION.

This article compares systems that regulate ship traffic and communications and discusses the legal requirements for each one. It provides recommendations for a regulatory system for the Bering Strait and its surrounding waters--a remote and ecologically important region that is vulnerable to damage from increasing Arctic ship traffic. In cooperation with its Russian counterpart, the United States Coast Guard could work through the International Maritime Organization to establish a ship reporting system, a ship routing system, and/or vessel traffic services, as well as special areas that would be subject to additional regulatory measures. In designing a system, the Coast Guard should consider the Alaska Eskimo Whaling Commission reporting system already in place for oil and gas vessels in waters off the coast of Alaska. This critical Study analyzes in detail the award on jurisdiction and admissibility of 29 October 2015 and the award of 12 July 2016 in the South China Sea Arbitration. After briefly introducing the project and the Study and describing the background to and course of the South China Sea Arbitration and the position of the Chinese Government, the Study moves to address one by one the following matters: jurisdiction; admissibility; historic rights; the status of China's Nansha Qundao and Zhongsha Qundao; the legality of China's activities in the South China Sea; due process and evidence. The Study closes with the conclusion that the Tribunal's many errors deprive its awards of validity and threaten to undermine the international rule of law. Included as annexes are five useful official documents of the Chinese government on jurisdiction, the two awards, China's territorial sovereignty and maritime rights and interests in the South China Sea, and China's adherence to the position of settling through negotiation the relevant disputes between China and the Philippines in the South China Sea. For nearly fifty years American intelligence agents had been decoding thousands of Soviet messages, uncovering an enormous range of espionage activities carried out against the United States during World War II by its own allies. So sensitive was the project in its early years that even President Truman was not informed of its existence. This extraordinary book is the first to examine the Venona messages—documents of unparalleled importance for our understanding of the history and politics of the Stalin era and the early Cold War years.Hidden away in a former girls'school in the late 1940s, Venona Project cryptanalysts, linguists, and mathematicians attempted to decode more than twenty-five thousand intercepted Soviet intelligence telegrams. When they cracked the unbreakable Soviet code, a breakthrough leading eventually to the decryption of nearly three thousand of the messages, analysts uncovered information of powerful significance: the first indication of Julius Rosenberg's espionage efforts; references to the espionage activities of Alger Hiss; startling proof of Soviet infiltration of the Manhattan Project to build the atomic bomb; evidence that spies had reached the highest levels of the U.S. State and Treasury Departments; indications that more than three hundred Americans had assisted in the Soviet theft of American industrial, scientific, military, and diplomatic secrets; and confirmation that the Communist party of the United States was consciously and willingly involved in Soviet espionage against America. More is known about Nikita Khrushchev than about many former Soviet leaders, partly because of his own efforts to communicate through speeches, interviews, and memoirs. (A partial version of his memoirs was published in three volumes in 1970, 1974, and 1990, and a complete version was published in Russia in 1999 and will appear in an English translation to be published by Penn State Press.) But even with the opening of party and state archives in 1991, as William Taubman points out in his Foreword, many questions remain unanswered.'How did Khrushchev manage not only to survive Stalin but to succeed him? What led him to denounce his former master [an event that some interpreters herald as the first act in the drama that led to the end of the USSR]? How could a man of minimal formal education direct the affairs of a vast intercontinental empire in the nuclear age? Why did Khrushchev's attempt to ease East-West tensions result in two of the worst crises of the Cold War in Berlin and Cuba? To resolve these and other contradictions, we need more than policy documents from archives and memoirs from associates. We need firsthand testimony by family members who knew Khrushchev best, especially by his only surviving son, Sergei, in whom he often confided.'As Sergei says,'During the Cold War our nations lived on opposite sides of the Iron Curtain, and not only was it an Iron Curtain but it was also a mirror: one side perceived the other as the'evil empire,'and vice versa; so, too, each side feared the other would start a nuclear war. Neither side could understand the real reasons behind many decisions because Americans and Russians, representing different cultures, think differently. The result was a Cold War filled with misperceptions that could easily have led to tragedy, and we are lucky it never happened. And still, after the Cold War, American-Russian relations are based on many misunderstandings.'In this book Sergei tells the story of how the Cold War happened in reality from the Russian side, not from the American side, and this is his most important contribution.Sergei N. Khrushchev was born in 1935 when his father was Moscow party chief. He accompanied his father on major foreign trips—to Great Britain in 1956, East Germany in 1958, the United States in 1959, Egypt in 1964, among many others. After he became a control systems engineer and went to work for leading Soviet missile designer Vladimir Chelomei, Sergei attended many meetings at which his father transacted business with key leaders in the Soviet defense establishment. He has received many awards and honors for his work in computer science, missile design, and space research. Besides his many technical publications, he has published widely on political and economic issues. In 1991 Little Brown published his memoir about his father's last years, Khrushchev on Khrushchev. In that same year he received an appointment to the Center for Foreign Policy Development of the Thomas J. Watson Institute for International Studies at Brown University, where he is today. He and his wife, Valentina Nikolayevna, applied for U. S. citizenship in 1999, an event widely covered in the media.

The Maritime Economy of Ancient Cyprus in Terms of the New Institutional Economics deals with the maritime economy of ancient Cyprus from 1450 BC to 295 BC, and comprises three parts which correspond to three distinct economic cycles: first economic cycle during the age of internationalism 1450–1200 BC second economic cycle during political volatility, economic growth and transformation 1200–525 BC third economic cycle in the Persian Empire until annexation into the Ptolemaic kingdom. The principles of New Institutional Economics are used to trace the island's institutions and their continuity and to reconstruct its maritime history. A unique feature is that for the first time a traditional descriptive and cultural approach is complemented by systematic and mathematical analysis and marketing documentation which results in meaningful examination of economic performance. This new approach highlights and explains the maritime economic activity of Ancient Cyprus and the Eastern Mediterranean in general. It brings together, for the first time, three distinct disciplines, that is History, Archaeology and Economic theory, in order to create a balanced explanation and reconstruction of the maritime economy of ancient Cyprus and of the challenges which confronted the ancient seafarers and traders of the Eastern Mediterranean. The approach and methodology is influenced by the author's engineering, business background and training.

It must urgently and importantly evolve. The Common Agricultural Policy (CAP) must foster this evolution. In that perspective, this book draws the contours of an ambitious CAP that would facilitate the necessary agro-ecological transition of agricultural systems in the European Union.The book is divided into three parts. The economic aspects are the subject of the first part. The climate, environmental and health dimensions are addressed in the second part. The third part deals with rural development and innovation. With the exception of the first chapter, which provides a brief history of the CAP, the different chapters are organized according to the same structure. They begin with a description of the issue; they continue with a critical presentation of how the issue has been considered within the CAP to date and, if relevant, in other public policies; they finally propose policy recommendations to better address the issue. Each chapter can be read independently. Even if the disciplines and skills mobilized cover a broad spectrum, the general framework of analysis is that of public economics. This reading key is used both to justify the objectives of the CAP and to define the policy instruments to be implemented in order to achieve these objectives in the most efficient way. The Routledge International Handbook on Decolonizing Justice focuses on the growing worldwide movement aimed at decolonizing state policies and practices, and various disciplinary knowledges including criminology, social work and law. The collection of original chapters brings together cutting-edge, politically engaged work from a diverse group of writers who take as a starting point an analysis founded in a decolonizing, decolonial and/or Indigenous standpoint. Centering the perspectives of Black, First Nations and other racialized and minoritized peoples, the book makes an internationally significant contribution to the literature. The chapters include analyses of specific decolonization policies and interventions instigated by communities to enhance jurisdictional self-determination; theoretical approaches to decolonization; the importance of research and research ethics as a key foundation of the decolonization process; crucial contemporary issues including deaths in custody, state crime, reparations, and transitional justice; and critical analysis of key institutions of control, including police, courts, corrections, child protection systems and other forms of carcerality. The handbook is divided into five sections which reflect the breadth of the decolonizing literature: • Why decolonization?
