This book provides an overview of poverty and well-being in Russia. Increasing poverty rates during the 1990s were followed by greater attention to social policies in the 2000s and increased efforts to engage people in socially oriented NGOs and ‘encourage'them to contribute to the fulfillment of social aims. What impact did these developments have on the prevalence of poverty in contemporary Russian society? Tracing continuities from the Soviet system alongside recent developments such as the falling price of oil, economic sanctions, and changes in directions of social policy, this book explores the impact of poverty, inequality and social programmes. The author examines the agency of people living in poverty and those engaged in social policy, using official statistics, survey data and interviews from four Russian regions to explain the reasons and consequences of poverty and people's attempts to get out of it. The approach is based on institutional theory, complemented by Amartya Sen's capability approach highlighting the importance of agency and an institutional framework as a means for change. A timely book that will be of interest to students of contemporary Russian politics as well as those engaged in social policy issues.

Background and objectives : To explore the ethical and legal complexities arising from the controversial issue of surrogacy, particularly in terms of how they affect fundamental rights of children and parents. Surrogacy is a form of medically-assisted procreation (MAP) in which a woman "lends" her uterus to carry out a pregnancy on behalf of a third party. There are pathological conditions, such as uterine agenesis or hysterectomy outcomes, that may prevent prospective mothers from becoming pregnant or carry a pregnancy to term; such patients may consider finding a surrogate mother. Many issues relating to surrogacy remain unresolved, with significant disagreements and controversy within the scientific community and public opinion. There are several factors called into play and multiple parties and stakeholders whose objectives and interests need to somehow be reconciled. First and foremost, the authors contend, it is essential to prioritize and uphold the rights of children born through surrogacy and heterologous MAP. Materials and methods : To draw a parallel between Italy and the rest of the world, the legislation in force in twelve European countries was analyzed, eleven of which are part of the European Union (France, Germany, Italy, Spain, Greece, Netherlands, Belgium, Denmark, Lithuania, Czech Republic and Portugal) and three non-members of the same (United Kingdom, Ukraine and Russia), as well as that of twelve non-European countries considered exemplary (United States, Canada, Australia, India, China, Thailand, Israel, Nigeria and South Africa); in particular, legislative sources and legal databases were drawn upon, in order to draw a comparison with the Italian legislation currently in force and map out the evolution of the Italian case law on the basis of the judgments issued by Italian courts, including the Constitutional and Supreme Courts and the European Court of Human Rights (ECHR); search engines such as PubMed and Google Scholar were also used, by entering the keywords "surrogacy" and "surrogate motherhood", to find scientific articles concerning assisted reproduction techniques with a close focus on surrogacy. Results : SM is a prohibited and sanctioned practice in Italy; on the other hand, it is allowed in other countries of the world, which leads Italian couples, or couples from other countries where it is banned, to often contact foreign centers in order to undertake a MAP pathway which includes surrogacy; in addition, challenges may arise from the legal status of children born through surrogacy abroad: to date, in most countries, there is no specific legislation aimed at regulating their legal registration and parental status. Conclusion : With reference to the Italian context, despite the scientific and legal evolution on the subject, a legislative intervention aimed at filling the regulatory gaps in terms of heterologous MAP and surrogacy has not yet come to fruition. Considering the possibility of "fertility tourism", i.e., traveling to countries where the practice is legal, as indeed already happens in a relatively significant number of cases, the current legislation, although integrated by the legal interpretation, does not appear to be effective in avoiding the phenomenon of procreative tourism. Moreover, to overcome some contradictions currently present between law 40 and law 194, it would be appropriate to outline an organic and exhaustive framework of rules, which should take into account the multiplicity of interests at stake, in keeping with a fair and sustainable balance when regulating such practices.

Unmasking the oligarchs – Using open source data to detect sanctions violations

Russia’s invasion of Ukraine in February 2022 led Western governments to impose extensive sanctions on the Russian economy and the people who maintain the regime - the so-called oligarchs. The enforcement of these sanctions and the manoeuvres of these oligarchs to evade them have created new challenges for the authorities, industry and society at large. This study aims to unmask sanctioned oligarchs who are beneficial owners of companies in the UK. The approach is based on the assumption that the actions of oligarchs leave detectable traces in the UK company register. Inspired by simple tools developed by volunteers for citizens doing their own intelligence work, software has been developed to achieve three different research objectives: to develop indicators of sanctions evasion, to demonstrate that it is possible to do useful intelligence work using only the resources available to the average citizen, and to develop a software tool to identify officers in the UK company register who are suspected of being linked to sanctioned oligarchs. The findings underscore the importance of open source investigations, reflecting a burgeoning intelligence phenomenon introduced as ‘citizen intelligence’, which has the potential to enhance the protection of society by building a more democratic and diverse intelligence community. This study opens the door for further research into the actions and tactics of sanctioned individuals, providing insights to protect global financial integrity and security.

In the article there are reported the methodological approaches to the calculation of actual and avoided as a result of control and supervisory activities of economic losses caused by mortality, morbidity and disability in the population, associated with the negative impact of environmental factors. There is suggested a consistent solution of the chain of problems: the establishment of cause-and-effect relationships between indices of the health status and indices of the quality of the environment; indices of the quality of the environment and indices of the control and supervision activity of organs and institutions of Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing calculation of the cases of violations of health prevented as a result of the activity ofthe service; evaluation of their economic equivalents. Approbation of approaches on the example of the Russian Federation allowed to establish that as a result of the activity of organs and institutions of Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing in 2013, a positive trend was observed on 51 indices of quality of the habitat environment, there were prevented about 160 thousands of deaths and more than 2 million cases of disease that would be held in conditions of the lack of adequate control and surveillance measures in the field of sanitary and epidemiological welfare of the population. Loss prevention of gross domestic product (GDP) amounted to more than 120 billion rubles, Tax shortfalls in the federal budget--about 25.7 billion rubles. With taking into account the costs of the federal budgetfor the activities of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing in 2013 in part to ensure sanitary epidemiological surveillance in the amount of 11.386 billion rubles there was prevented loss of GDP of 10.56 rubles per 1 rub. of the cost of the federal budget and there was warned the shortfall of taxes to the federal budget of 2.28 rubles per 1 rub. of the cost of the federal budget.

The interconnectedness of stock indices and cryptocurrencies during the Russia-Ukraine war

abstracts: This article examines the causal relationship between stock indices and cryptocurrencies during the ongoing Russia-Ukraine war. The econometric investigation covers the period from February 24, 2022 to April 12, 2023, and focuses on seven stock market indices (S&P 500, DAX, CAC40, Nikkei, TSX, MOEX, PFTS) and seven cryptocurrencies (Bitcoin, Ethereum, Litecoin, Dash, Ripple, DigiByte, XEM). In this article, we investigate how investors react to fluctuations in financial assets and whether they seek safe havens in cryptocurrencies. We use dynamic causality in the Granger (1969) sense to detect a possible causal relationship in the short term, and seven models to estimate the long-term relationship between cryptocurrencies and financial assets. Our results show that in the short term, three famous cryptocurrencies (Bitcoin, Ethereum, Ripple) and two digital assets with minor popularity (XEM and DigiByte) are impacted by the German, Russian, and Ukrainian stock markets. In the long term, we find a positive and significant effect of the American, Canadian, French and Ukrainian stock market indices on Bitcoin. These findings suggest that the stability of traditional financial markets during the current war period can be explained on the one hand by investors' fears of an unstable business climate, and on the other hand, by speculators' interest in new electronic products that are perceived as hedging instruments and safe havens in times of crisis.

This paper offers hypotheses on the role that state social welfare measures can play in reflecting nationalism and in aggravating interethnic tensions. Social welfare is often overlooked in theoretical literature on nationalism, because of the widespread assumption that the welfare state promotes social cohesion. However, social welfare systems may face contradictions between the goal of promoting universal access to all citizens on the one hand, and social pressures to recognize particular groups in distinct ways on the other. Examples from the post-Soviet context (particularly Russia) are offered to illustrate the ways in which social welfare issues may be perceived as having ethnic connotations.

In navigating the currently troubled waters of inflation and the rising cost of living, politicians are tempted to treat the symptoms—offsetting the increasing expenses with subsidies and expanding welfare programmes. But one should also treat the cause. The cause is not Russian aggression towards Ukraine. That is also a symptom—a symptom of the weakness of Europe and the West, either real or perceived. This weakness should be addressed. In 2022 power politics made a comeback. It has become clear that a world in which prosperity is spread by innovation and trade is not a given but has to be protected by real power. In 2022, with war once again on European soil, the EU woke up to a world it thought only existed in the history books—where power rests on the pillars of demography, energy security, food security and military strength. To maintain its borders, its prosperity and its prestige in the world, the EU will need to be stronger. It will have to work harder, work smarter, improve productivity, innovate more and build alliances. Digital innovation is an important talking point, but one needs to look at the fundamentals first. The time is past for resting on one's laurels, lecturing the world on European values and enjoying the American guarantee of safety for free. [ABSTRACT FROM AUTHOR]

The summarizing data on new negative tendencies in the state of health of children and adolescents in Russia are presented. The two-fold increased proportion of children with chronic pathology and disability is noted. Special attention is drawn to a high level of child morbidity in diseases of respiratory organs, especially bronchial asthma. Measures ensuring the sanitary and hygienic safety of the child population in Russia, including improvements in the organization of nourishment, vaccinal prophylaxis, working out hygienic criteria and health-saving technologies, have been analyzed. Priorities in the work aimed at the liquidation of negative tendencies in the health of the child population in Russia have been determined.

This essay analyses the determinants of support for state social welfare provision in Russia and China on the basis of a four-stage recursive model using two waves of the World Values Survey. It hypothesises that support is a function of economic self-interest, tapped by subjective economic satisfaction and relative income; ideology including beliefs about market fairness and inequality aversion; as well as temporal context. It finds that subjective economic satisfaction reduces support; inequality aversion is a positive influence, while beliefs about market fairness matter in different ways. Support increased over the period spanning the 2008 global financial crisis. [ABSTRACT FROM AUTHOR]
