The NASA-Industry Education Initiative (NIEI) is the response of the National Aeronautics and Space Administration (NASA) and its private-sector contractors to the education crisis. Findings from the initial survey show that support for NIEI appears to be strong among the organizations surveyed and there is a significant level of cooperation between NIEI members and other organizations in developing and conducting programs. Heavily focused towards science, engineering, mathematics, and technology achievement, NIEI activities appear to be aligned with the national education goals. There are some areas for improvement. The majority of programs are targeted fairly late in the educational cycle and may be under emphasizing the formative years (i.e. pre-Kindergarten through elementary school). The number of initiatives geared towards adult literacy and adult-skills-enhancement is low. The number of critical assessment and systemic reform initiatives is also low. (PR)

Masters of the Universe? Resource Dependency and Interorganizational Power Relationships at NASA.

On February 1, 2003, the space shuttle Columbia broke apart as it re-entered the atmosphere. Months later, the Columbia Accident Investigation Board determined the immediate cause of the crash, but it also alluded to relationships NASA has with other organizations as being problematic, suggesting that Columbia was a painful symptom of a deeper disease. This paper uses resource dependency theory and structuration theory together to examine NASA's interorganizational network, illustrating that NASA is involved in multiple toxic relationships and that a pattern has developed through NASA miscues in the last 20 years. This case study demonstrates the advantages of using these two theories together, how such integration provides a useful perspective for understanding power and change in interorganizational relationships. The paper also discusses practical suggestions for NASA specifically, but also for others as organizations become more dependent on external stakeholders and interorganizational relationships. On August 26, 2003 the members of the independent panel investigating the February 1, 2003 Columbia shuttle explosion released their report and recommendation to the public. The report focused not only on the physical cause for the accident, a large piece of foam that tore into the shuttle wing, it describes a dysfunctional intergroup culture of decision-making at NASA. The information made public through the investigation report, press and television interviews, and various other reports available through the media provides convincing evidence that NASA has a culture where groupthink flourishes. Groupthink is a term coined by Irving Janis to describe a phenomenon of faulty decision-making. This occurs when a group is deeply involved in a cohesive in-group and the members' striving for unanimity override their motivation to rationally appraise alternative courses of action. The evidence of an on-going culture of groupthink at NASA is investigated by comparing different reports produced through independent panels that reported on the Columbia shuttle disaster. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]
