Samuel Robert Bagenstos (born 1970) is an American attorney and academic who was the general counsel of the United States Department of Health and Human Services from June 2022 to December 2024, and general counsel of for the Office of Management and Budget from January 2021 until June 2022. He served for two years as the principal deputy assistant attorney general in the United States Department of Justice Civil Rights Division under Attorney General Eric Holder and Assistant Attorney General Tom Perez.
