One way that it works is a programme that my university library has subscribed
to. I can download a book on to my university computer for a twenty four hour
period. After that it self destructs. I can do as many searches as I want but I
have limited ability to copy or print passages (5000 characters). I don't know
how much the university pays for the privilege, but it is not a satisfactory way
to do scholarly research.
