As several people have pointed out, the brightness of at least some TFT
LCD flat screens are deliberately varied (rapidly) over time by the
electronics, in order to get more perceived colours out of the limited
number of brightness levels the pixels can output statically.  So there
can be some visible flicker.  Older LCD screens don't do this as far as I
know.  People who find the flicker problematic might also try setting the
number of colours on their desktop to a very small value, or even to
monochrome, if it'll let you.

All this is just what I've heard, I've not verified any of it.
