The United Nations may have done something along those lines already:
microfilmed a lot of printed material all over the world. Unfortunately
I don't know more -- I read about it in a book that surveyed the field
of microfilm/microform production where it was mentioned as an important
project (the book was from the early 70's, if I remember). In particular,
I've not found out where all that material was archived.
