Germany had the longest copyright law (life plus 70) in Europe and the
other countries increased their terms, since Germany was unwilling to
reduce its term of copyright. --from Public Domain (I forget the
author...had to take it back to the library).
So, it seems to me that if a work is in the public domain in the US (or
elsewhere), we are free to put it on the web. Is that a reasonable opinion?
