The modern trend is to claim copyright on anything, even when it's
almost certain that the copyright claim is erroneous. Sadly there
doesn't seem to be any strong punishment available for companies which
falsely claim copyright over public domain works.

The situation is complicated by the fact that many countries outside
the US allow the typography of a work to be copyrighted, even when the
work is public domain. In my country, the UK, for example, all works
have typographical copyright for 25 years after publication, no matter
what the content is. Such things do not qualify for copyright
protection in the US.
