That's quite an abuse of the word Orwellian.

And if they can get someone to pay $100,000 plus the cost of dubbing,
then they're fine. But since they can't, they have to spread that cost
of all the produced DVDs.

I can say that because I've read an article saying that Phillapean
movies debue at Sundance and other film festivals, and never ever end
up at movie theaters in the Philapeans, which are dominated by movies
from Hollywood.
