Actually, to describe governmental control of behavior as Orwellian
is quite proper.

You might disagree with whether or not the governments are doing this,
or even trying to do it, but that is a different question.

Given the monopolistic qualities of "1984" as well as the behavior
qualities of both "1984" and "Animal Farm," it seems obvious that
behavior control would also be properly referred to as Orwellian.
