Yes, it looks like it's really and truly from 1985.

Offline I got a note saying that a somewhat modernized version of the
code will turn up under the tesseract-ocr SourceForge site in a couple
of weeks, complete with autoconf scripts and Makefiles.  I'm going to
wait for that before I try it.  In addition, the maintainers intend to
bring it up to a level competitive with modern commercial OCR over the
next year or so.
