Actually, the service is Open WorldCat, and is documented at
http://www.oclc.org/worldcat/open/
It really is extremely use for some specialized applications.
For example, I provide SEAcat, a service for locating Southeast
Asian texts, and now implemented for Thai. Although I provide
my own text identification service (which, among other things,
can translate native orthography to the Library of Congress / ALA
romanization used for cataloging), I use the Open WorldCat
ISBN/ISSN lookup service to track down books in libraries. See
http://seacat.sealang.net
The Thai link is under Search tools on the left.
The folks at OCLC were also kind enough to provide me with a
list of LCCN (Library of Congress control number) to OCLC number
equivalences, which are needed to find the many thousands of SEA
books that are cataloged by the LoC, but which don't have ISBNs.
