From what I've heard at DP, Google will not infrequently go back and
rescan a book given reports of missing pages.
From a business model perspective, only having 99.5% of the book
frequently sucks, and will drive away your customers who want to use
the whole book. If they plan to make a lot of money selling printed
copies of books, a lot of people may never go back if the first book
they buy costs $10 and it's missing pages.
