That is true - I was thinking in terms of the Western world, not Asia 
and other areas.  I should have been more specific.

I spent some time in Thailand setting up a children's library for a 
private school.   In most of the large and mid-sized towns I visited 
there were numerous Internet cafes.  I used them every day.  A dedicated 
blogger could easily write up a post (or two or three), go to an 
Internet cafe, log in, copy the text to the blog, log out, and leave 
without busting the bank.  Most of the cafes were around 30 baht an 
hour, though some appeared to have a lower price for town residents.  It 
certainly doesn't take very long to post a pre-written blog entry 
(especially if it is already on disk). That doesn't hold for smaller 
towns and villages, of course.

As I noted, I should have specified that I was talking about the Western 
world.  I was not being insensitive, nor was I ranting - I simply forgot 
to indicate that.
